• Dear Comrades,
• Today, S.Sundarakrishnan, Circle Secretary, Comrades K.Muthialu, Circle  Vice President,  R.Venkatachalam Circle Vice President, N.S. Deenadayalan, DS STR CNI discussed with Sri. A.S.Mani, Dy.CCA regarding all the Pending issues with respect to Pension Anamoly, coauthorisation, Revision of Pension of 7th CPC, Reauthorization of Family Pension etc. pertains to all SSAs. Consolidated list with relevant details submitted to him requesting to settle the case. We told that authorisation of Payment to LTA reg  Pension Anamoly Cases to the Legal heirs is not at all considered even for a single inspite of submission of relevant documents. He assured to look into it. Payment of retirement benefit to Sri. Late PALANIYANDI and FP to Srimathi. Maruthammbal will be settled by this month. Met Sri. Ajay Kumar Dy.CCA.PVA. He told Except 400 pensioners of Indian Bank, all others got migrated. SBI Migration work is in progess. By December 2022 SBI will be completed. We told a lot of erstwhile pensioners has not received message reg. Migration. So, it will be difficult for them to know about migration, new PPO no, LC validity date etc. He told written communication will be sent to their residence to such catagory of Pensioners. In case of LC submitted  as HARDCOPIES attestation by POSTMASTER. We requested to accept the attestation by BANK Managers. He told he would consult and let us be informed. He was highlighted the mistakes and errors occuring in eppo. He told to submit by individual in grievance portal or by mail. Approx.100 pensioners got FMA of Rs.1000 along with Oct. Pension. We reminded about their commitment that FMA will be paid effecting from the date of receipt of Application at CCA office. The arrears of FMA will be paid as Supplementary. The meeting was successful.

•      Addl information about meeting with Dy. CCA:- 
• 1. One more information is gathered while migration to SAMPANN, only those Pensioners who retired in TN CIRCLE, CH.TD, STR TN,S TP TN  are getting migrated. Other Pensioners of STR, STP (OTHER STATES)whose pensions are endorsed through CCAs of Hyderabad, Vijayawada, Bangalore, Trivandrum are not migrated as no orders from CGCA NewDelhi. Their cases will be taken up later.

• 2.We requested not to insist  PPO COPY and Aadhar Copy while exercising LC in person at CCA office.
• AO PDA says that Aadhar in SAMPANN eppo is not updated correctly, there will be mismatch. So, it is better to Sumit AADHAR COPY, First page of PPO.

Pension Revision Meeting held under the chairmanship of

Member (S) and our internal meetings

Comrades,

Regarding the official meeting on pension revision conducted by DoT under the chairmanship of Member (S) Dr Mahesh Shuklaji on 17^th October 2022 itself we sent a small message to all of you covering the important points.

 

As demanded by us in our memorandum and insisted in the meeting itself, we understand that the “Minutes” is under preparation point 2 in our memorandum).  After we get that, we may send a letter rebutting their contention and we shall give you the required information.

 

Moving forward

Through our letter dated 14/9/2022 to Secretary (T) we demanded for constitution of a committee under the chairmanship of Member (S) involving the stake-holders.  Though a committee is not constituted, for the first time a formal meeting was held with pensioners’ associations in which various wings of DoT like pension, finance, accounts etc. also participated.

 

A policy decision is taken with the approval of Hon MoC to delink pension revision from pay revision which is historic.  The earlier stand that without pay revision, no pension revision is broken (our memorandum point no.6).

 

Zero percent fitment proposed by DoT was rejected by all the pensioners’ associations in one voice which created a compulsion on DoT to take a stand not to pursue further with zero percent (our memorandum point no.7 & 8).

 

Making DoT to concede our genuine demand of pension revision from 1/1/2017 is not a mean achievement.

 

Internal meetings

9 associations which gave a joint letter on 14/9/22 had a meeting on 17/10/22 between 1145 & 1500 hours in Kidwai Bhavan 5^th floor Recreation club under the presidentship of Com D Gopalakrishnan (VP, AIBSNLPWA) to finalize our strategy for the official meeting with DoT.

 

In that meeting 20 representatives from AIBSNLPWA, AIRBSNLEWA, SNPWA, DBPA(Kerala) from BSNL side and RTOWA, Delhi & Mumbai, MREWA, Delhi & Mumbai, MPWA, Mumbai from MTNL side participated.

 

Com P Gangadhara Rao (GS, AIBSNPWA) welcomed all.  The representatives of all these 9 associations unanimously said that we should insist for 7^th CPC fitment factor.  The draft memorandum prepared by AIBSNLPWA was read out by the president and sought the opinion.  Except one correction, the draft was unanimously approved.

It was also unanimously decided that Com D Gopalakrishnan would read out that memorandum and handover to Member (S).  Other leaders would support, supplement and raise some questions to the administration.  Com Prahalad Rai informed that BDPA(I) wanted to have consultation before the official meeting.  Since there was no time we could not hold it..  Com Anupam Kaul proposed vote of thanks.

 

Review meeting

After the official meeting was over, on 17^th evening itself a review meeting was held in Kidwai Bhavan.  In the meeting some leaders including Prahalad Rai, J S Yadav said that our memorandum was appreciated by some other organizations also.  Prahalad Rai told that even after the official meeting, BDPA(I) leaders approached him and told that they want to discuss for further course of action.  Some other associations also wanted such a consultation. So, they were contacted including AIBDPA.  All of them agreed to attend the meeting on 18^th at 1030 in the same venue of kidwai bhavan. 

 

Our 9 associations jointly decided to send a common message about the official meeting.  After approval by all of them, the message was sent across the country.

 

18/10/2022 Joint meeting at 1030 in Kidwai Bhavan

Held under the chairmanship of Com D Gopalakrishnan.  Totally 27 leaders participated in this meeting.  Com P Gangadhara Rao welcomed all.  Apart from our 9 associations, 5 leaders including Coms D D Mistry, K Thomas John, D Chandrasekaran from BDPA(I), 2 leaders including H F Chaudhri from AICGPA,(PN), 2 leaders from AIBDPA (Coms K G Jayaraj & R S Chauhan), 2 leaders including Com Hari Sowani from BDPS (PN), Com Jaswant Singh, President of Pensioners’ forum (MTNL) participated. 

 

AIBDPA GS Com Jayaraj said that 7^th CPC fitment factor is not realizable.  The pension department has rejected it.  Only 15% as per 3^rd PRC is realizable and we should jointly fight for it.  Meeting Minister, Secretary etc. will not bring the result.

 

BDPA(I) & AICGPA also said that 15% as per 3^rd PRC is the correct demand.

But BDPS (PN) said that 7^th CPC fitment factor is the correct demand and permanent solution..

 

Coms Prahalad Rai & A K Kaushik explained the logic and rationale behind our demand.  DG rebutted the points raised by AIBDPA & others.  He suggested that those associations may write to DoT stating that “if 15% is not possible then DoT may consider 7^th CPC fitment factor”; those organizations may discuss in their forum and decide.  But even that suggession was also rejected by them.  Then DG said that let us agree to disagree and disburse.  At this juncture, Com K Thomas John said that “let us not conclude that way; it is difficult for any orgnisation to change their demand suddenly; so let all review their stand and we can meet at some point of time”.  We reiterated our stand and the meeting was concluded.  Though there was no unanimity in demand, atleast we could exchange our views.

BDPS & Pensioners’ Forum, MTNL signed our memorandum which was handed over to O/o Member (S).  So now the demand of 7^th CPC fitment factor is accepted by 11 pensioners’ associations.

Dear comrades

As scheduled today meeting was held under the chairmanship of Member (S).

It was a pleasant, succesful meeting.

On behalf of 9 associations we presented a memorandum rejecting zero percent and insisted for 7th CPC fitment factor. That was appreciated by some other Pensioners associations also.

Administration gave power point presentation.

The benefit is 0.02% according to the presentation.

BSNL is not willing to give additional contribution for post-2017 retirees.

 

All Pensioners ' associations in one voice rejected zero percent.

Finally chairman said that we will not go ahead with zero percent. But I can't right now tell what would be the percentage because we have to consult higher-ups including Hon MoC.

But delinking pension revision from pay revision is decided.

Stalemate is broken and we shall continue our efforts to achieve our objective.

We have convened a meeting tomorrow morning to widen our base beyond 9 associationns.

 DOT convenes a Meeting with BSNL/MTNL 

Pensioner's Associations.

இந்த சி.ஜி.எச்.எஸ். தாம்பரம் புறநோயாளிகள் மருத்துவமனை திறப்பு குறித்து வரவேற்று குரோம்பேட்டை கிளையின் சார்பாக இணை ஆணையர் டாக்டர்.  ஜெகதீசன் அவர்களை இன்று (07/10/2022) சந்தித்து பேசினோம். பல்வேறு தகவல்கள் கிடைக்கப் பெற்றோம். 

அத்தகவல்கள் முறையே

1. தாம்பரம் WCக்கு தேவைப்படும் இடங்களை குரோம்பேட்டை தொலைபேசி வளாகத்தில் தரைதளத்தில் வாடகை அடிப்படையில் ஒப்படைக்க BSNL நிர்வாகம் சம்மதம் தெரிவித்துள்ளனர்.

2. அதற்கான வரைபடம் கிடைக்கப் பட்டவுடன், இருவரும் இணைந்து ஒப்பந்தம் செய்து கொள்வர். (இப்பணி துரிதப்படுத்த நமது பொது மேலாளர் மற்றும் நமது கிளையின் கௌரவ தலைவர் திரு.ஜி.செல்வம் அவர்கள் நமது தலைமை பொது மேலாளர் திருமதி. பூங்கொடி அவர்களுடன் பேசி துரிதப்படுத்த உள்ளார்)

3. முதல் கட்டமாக இரண்டு மருத்துவர்கள், மருந்துவ கிடங்கு, பார்மஸி கவுண்டர், அலுவலகம் ஆகிய அனைத்தும் கம்ப்யூட்டர், நெட் வசதிகளுடன் அமைக்கப்பட்டு முழுமை அடைந்த நிலையில் திறக்கப்படும்.

4. பிறகு தாம்பரம் WC இணைய விரும்பும் பயனாளிகள், தாங்கள் இப்போது மருத்துவம் பெறும் WCல் கடிதங்கள் கொடுத்து மாற்றம் செய்து கொள்ளலாம். ஆகவே மாற்றம் செய்ய தாம்பரம் WC திறப்பு வரை அவசர படவேண்டாம்.

5. உள் நோயாளியாக நாம் மருத்துவம் பெற அருகில் உள்ள மற்றும் பிரபல மருத்துவ மனைகளை சி.ஜி.எச்.எஸ். அங்கிகாரம் வழங்க வேண்டும் கோரிக்கையை பரிசீலனை செய்ய ஏற்ற சூழல் விரைவில் உருவாகும். ஒவ்வொரு நிலையிலும் பல கட்டுப்பாடுகள், குறைந்த பட்ச தேவைகள் மத்திய அரசு வரையறை செய்துள்ளது. அதனை ஏற்கும் மருத்துவமனை அங்கீகரிக்கப்படும். அதற்கு நாமும் சி.ஜி.எச்.எஸ். நிர்வாகத்துடன் இணைந்து பணியாற்ற வேண்டும்.

6. ஒவ்வொரு WCக்கும் இரண்டு ஓய்வூதியர் & ஒரு ஊழியர் கொண்ட ஆலோசனை குழு ஜனவரி 2023 முதல் அமையப் பெறும்.

7. தாம்பரம் மட்டும் அல்லாமல் பூக்கடை Exchangeல் தற்போது உள்ள ராயபுரம் WC மாற்றம் செய்யும் நிலையும் உள்ளது.

8. சி.ஜி.எச்.எஸ். பயனாளிகள் தமிழக அரசு மருத்துவ மனைகளில் பணம்  செலுத்தாமல் அட்மிஷன் ஆகி உள்ள நோயாளி யாக வைத்தியம் பெறலாம்.ESI மருத்துவ மனைகள், ரயில்வே மருத்துவ மனைகளில் உள் நோயாளியாக மருத்துவம் பெறலாம்.CGHS ரேட் பணம் செலுத்தி,அதனை திரும்பப்பெற அனுமதிக்கிறது. (Eligible for reimbursement from CGHS )..

Yesterday, Circle Secretary met Joint Director CGHS Chennai Dr.Sri.Jagadeesan . We handed over the letters. Requested to inform us about future meetings to be conducted at Coimbatore, Madurai. They agreed  to communicate.

2.Requested to post one advisory committee member from our Association to each wellness centre He told us to nominate and he will recommend to AD.

3.Asked him the possibility of empanneling hospitals in  CGHS  NON COVERED AREA like SALEM,Thanjavur,Vellore etc. He told if willingness is given by concerned area hospitals, they will consider for empannelment if deemed fit. 20 beds minimum Capacity  for Single Speciality and 50 bed for Multispeciality hospitals.

4.Raliway hospitals, ESI Hospitals are eligible for TREATMENT with CGHS rate payment. Reimbursement allowed. Trichy, Tirunelveli, Pondichery, Cuddalore, Madurai and Coimbatore DS are requested to send details of one CGHS beneficiary name, address, card no etc. For nomination as advisory committee member from JAN 2023 TO DEC 2023.

CCA TN has released a list of 556 pensioners' whose LIFE CERTIFICATES expired on 30-9-22. CCA TN informed that their pension will not be credited if they will not submit their LIFE CERTIFICATES BEFORE 20-10-22
