19-8-2025 - UPDATE ON PENSION REVISION CASE IN HIGH COURT , DELHI
Our matter was listed on 19th August 2025 before the Delhi High Court.
The Union of India filed an affidavit placing on record the Hon’ble Supreme Court’s order in relation to the Kerala High Court judgment.
Our Senior Counsel, Mr. Ghose, clarified before the Bench that the SC order has no bearing on the merits of our case. He reiterated our submissions and also made it clear that we are not relying on the Kerala High Court judgment, so as to avoid any possibility of the Delhi High Court remanding the matter back to CAT.
Since the Union’s affidavit was not yet on record, the Court adjourned the matter to 13th October 2025 for further hearing.
The Court has also granted us liberty to file a response to the Union’s affidavit.

The Agenda was Formation Day & Pension Revision...D/S NS.Deenadayalan welcomed the Members. He narrated the Family News connected to Our Members. He read out the Minutes of the previous July Meeting. He briefly explained the purpose of the Meeting and asked the Members to reflect on the significance of Formation Day & Pension Revision in the light of Validation of FA.

CHQ VP Muthiyalu in his address spoke at length about the initial formation of STR Branch with 17 Members which grew steadily due to his contact with STR Members and with the help of Com.A.Sugumaran. Our Webmaster S.Narasimhan's Role in mobilizing the STP Retirees and maintaing The STR Website which till date receive acclaim through out was mentioned. Along with Madurai Com.Dharmaraj Our Senior Comrades Ramankutty, Ramarao & above all D.Gopalakrishnan and with Comrades from other States, AIBSNLPWA came into being on August 20 th/2009... He also mentioned about mobilizing Salem & Vellore Divisions into Our Organisational fold with the help of A.Sugumaran, Senior Member Ramani of Salem & Late Murugan of Vellore... With settlement of Issues like 78.2, Family Pension & implementation of VRS Scheme, Our Association has emerged as the largest Pensioners Association with Eighty Thousand Members at National Level. Tamilnadu with its present 18000 & STR Division with 1818 membership stand in the forefront, he mentioned...
N.K.Srinivasan, Our Member and Lawyer attended. He was garlanded. Coms.S.Narasimhan, A.Sugumaran & Our Circle Secretary spoke about his services to BSNL Employees & Retirees. Particular mention was made about taking up and winning the One Increment Case(pursued by Our Ramkumar & Others). His voluntary involvement at final stage of Extra Increment was appreciated...
Com.Sugumaran spoke briefly on the current scenario of Pension Revision and the recently passed Finance Act in Parliament He informed that CG Employees are covered by Rule-37 and BSNL Retirees by Rule-37A... As disbursement is from consolidated fund to both categories, the recent ACT is likely to affect us also and we should also be a party in the struggles against this retrograde step by the Government...
Then Com.Sivakumar made A Concise Brief on the present situation. He stated that as Pensioners, We should also know the implications of the Finance Act. At the same time, the Priority should be on Pension Revision due from 2017. As per the earlier decision of TN Circle Executive, keeping aside the Court Case, attempts have not been made by the CHQ for Talks/Negotiations with the Authorities. He detailed the ongoings in the Chennai Cooperative Society since 2011 and informed that his efforts on the issue is only to help our Association, in particular the Circle Secretary...
Thereafter Coms.Duraiarasan & Anbazhagan spoke about the society affairs. Duraiarasan informed of the delay in contempt petition filed by the concerned who approached the Court and wanted our Circle Association to impart more importance as most of the affected members are in our Association. He also insisted on having An Office for Our Association at HQs/ND...Anbazhagan felt sorry for not having allowed the members to close their accounts earlier with fond hope that dues would be settled at the time of VRS...
Finally Our Circle Secretary Sundarakrishnan in conclusion spoke of the functioning of the Circle Association in general and in particular last three years. While acknowledging the steps taken by Sivakumar & others as regards Society, He elaborated on the subject. The Salem Circle Conference opined that Our Association can implead along with Service Unions. Yet the Service Unions did not agree and asked Our PWA to approach the Court on its own. The Circle Secretary along with Com.Sugumaran approached the Lawyers who told of taking up the issue, the Fees being on percentage basis(on individual dues) and giving guarantee by the Association. Hence We decided to approach the Society as an Institution and impress upon the Institution(basically elected by BSNL Members) to settle the dues to Members. The issue was taken up at subsequent two Circle Executives. It was decided to focus mainly on the DUES to the Members as most of them, erstwhile in Service Unions have become Our Members. In fact, The Circle Secretary advised some of the activists to apply pressure in their own way and on his own part in consultation with Com.Sugumaran & others approached Hon.GK.Vasan, MP(previously Minister) twice and requested for settlement of DUES to Members. Also The Circle Secretary informed the GB that He had sought the G/S's intervention...
Apart The Circle Secretary spoke on many issues of common interest and the efforts put in by him in settlement of individual cases. Quoting A Few Instances of Highly Pathetic Cases, He informed that He has been taking up the Issues of Our Members in Good earnest. As Circle Secretary He has to take up other common issues of Members & connected with Organisational Matters. He informed that He is conscious of the fact that he is answerable and solicited the cooperation of Members in moving forward...

மேலும் உறுப்பினர்களின் குடும்ப நிகழ்வுகள் பற்றிய தகவல்களை பகிர்ந்து கொண்டார். சென்ற மாத கூட்ட நிகழ்வுகளை வாசித்தார். மேலும் இன்றளவில் உறுப்பினர் எண்ணிக்கை 1818 என்றும் கூறினார். அ. இ. து. தலைவர் தோழர் K. முத்தியாலு அவர்கள் 2007 ஆம் 17 உறுப்பினர்களோடு துவங்கப்பட்ட STR Division இன்று 1818 உறுப்பினர்களுடன்
சிறப்பாக நடைபெற்றுக் கொண்டுள்ளது, மேலும் BSNL ஓய்வூதியர்களுக்கு ஓய்வூதிய மாற்றமில்லை என்று DOT நிர்வாகம் தெரிவித்த பிறகே BSNL ஓய்வூதியர்களின் ஓய்வூதிய மாற்றம் வேண்டி அகில இந்திய அளவில் DOT நிர்வாகத்துடன் பேச்சு வார்த்தை நடத்தி நமது கோரிக்கைகளை வென்றெடுக்க நமக்கு ஒரு சங்கம் தேவை என்பதனை உணர்ந்து 20 ஆகஸ்ட் 2009 ஆம் ஆண்டு சென்னையில் துவங்கப்படடது AIBSNLPWA. அ. இ. தலைவர் தோழர் K. முத்தியாலு, அ. இ. பொது செயலாளர் தோழர் P. S. ராமன்குட்டி மற்றும் அ. இ. பொருளாளர் தோழர் ராஜேந்திரன். அதன் பிறகு இலாகா அதிகாரிகளுடன்பேச்சு வார்த்தை நடத்தி BSNL ஓய்வூதியர்களுக்கு ஓய்வூதிய மாற்றம் பெற்றோம். முடியாது கிடைக்காது என்ற நிலையை மாற்றி ஓய்வூதியர்களின் நலன்காக்கும் சங்கம் என்ற நம்பிக்கையை பெற்றோம். தொடர்ந்து ஓய்வூதியர்களின் பிரச்சனைகளை பேசி தீர்த்து வருகிறோம். ஓய்வூதிய மாற்றம் டெல்லி உயர்நீதி மன்றத்தில் இந்த மாதம் 19- ஆம் தேதி வரவுள்ளது. நல்ல தீர்ப்பு கிடைக்குமென்று நம்புவோம்.
Valdation Act எதிர்த்து Forum of Civil Pensioners Association, உச்ச நீதி மன்றத்தில் வழக்கு தொடுத்துள்ளது. மேலும் 25/07/2025 அன்று மனித சங்கிலி இயக்கம் நடைபெற்றது.
அடுத்து 26/08/2025 அன்று ராஜா அண்ணாமலை மன்றத்தில் சிறப்பு கருத்தரங்கம் நடைபெறவுள்ளது. மத்திய அரசு ஓய்வூதியர்களின் பிரச்னையாக இருந்தாலும் நமது ஒத்துழைப்பை நல்குவோம். நாம் IDAவில் ஓய்வூதியம் பெரும் BSNL ஓய்வூதியர்கள். நமக்கும் அதற்கும் சம்மந்தமில்லை என்றும் தெளிவாக எடுத்துரைத்தார். நமது உறுப்பினரும் வழக்கறிஞருமான தோழர் N. K. சீனுவாசன் அவர்கள் நமது ஓய்வூதியர்களின் பல்பவேறு வழக்குகளில் வாதாடி
நமக்கு சாதகமாக தீர்ப்பினை பெற்றுக்கொடுத்துள்ளார். அவருடைய சேவையை பாராட்டி அவருக்கு நமது STR DN சார்பாக பொன்னாடை போர்த்தி கவுரவிக்கப்பட்டார்.
அடுத்தாக நமது கவுரவ தலைவர் தோழர். A. சுகுமாரன் அவர்கள் அமைப்பு தின வாழ்த்துக்களை தெரிவித்தார். மேலும்
Validation Act ஐ எதிர்த்து நமது அ. இ. சங்கத்தின் வழிகாட்டுதல்படி ஓய்வூதியர்களின் கூட்டமைப்பின் முடிவுகளுக்கு நமது ஒத்துழைப்பு தேவை என்றும், நமக்கும் இதற்கும் சம்மந்தம் இல்லை என்று இருந்து விட முடியாது, எதிர்காலத்தில் நமக்கும் பாதிப்பு ஏற்ப்படலாம் என்று கூறினார்.
அடுத்து தோழர் சிவகுமார் அவர்கள் மத்திய அரசு ஓய்வூதியர்களுக்கும்
IDAவில் ஓய்வூதிம் பெரும் நமக்கும் எந்த சம்மந்தமுமில்லை என்று கூறினார். மேலும் சொசைட்டி விவகாரத்தில் மாநிலச் சங்கம் நிலுவைைை பெற்றுத்தர முயற்சி மேற்கொள்ள வேண்டும் என்றார். அடுத்து தோழர் துரைஅரசன் அவர்கள் அமைப்பு தின வாழ்த்துக்களைத் தெரிவித்தார். மேலும் சொசைட்டி நிலுவைத் தொகையினை விரைவில் பெற்றுத்தர மாநில சங்கம் முயற்சி மேற்கொள்ள வேண்டுமென்று கேட்டுக்கொண்டார்.
தோழர் அன்பழகன் அவர்களும் சொசைட்டி நிலுவை தொகையினை விரைவில் மீட்டெடுக்க மாநிலச் சங்கம் முயற்சி மேற்கொள்ள வேண்டும் என்றார்.

நமது தமிழ் மாநில மாநாடு, 04-10-2025 மற்றும் 05-10-2025 தேதிகளில் வேலூரில் நடைபெற இருக்கிறது. மாநாட்டில் பங்கு பெரும் சார்பாளர்கள் தேர்வு, மாவட்ட பொதுக்குழு, கிளை பொதுக்குழு கூட்டங்கள் நிகழ்த்தி, தேர்வு செய்ய வேண்டும். நமது சங்க அமைப்பு விதி எண் 8 a படி, 31-03-2025 அன்று உள்ள ஆயுள் சந்தா உறுப்பினர் எண்ணிக்கையில், தலா 50 உறுப்பினருக்கு, ஒரு சார்பாளர் வீதம் கணக்கில் எடுத்துக் கொள்ளப்படுவார்கள். மாவட்ட வாரியாக, எத்தனை சார்பாளர்கள் உரியவர்கள் என்பதை பட்டியலில் கொடுத்துள்ளோம். மாநில நிர்வாகிகள், CHQ நிர்வாகிகள், மாவட்ட செயலாளர்கள், மாநில மாநாட்டிற்கு நேரடியாக வருவதற்கு உரிமை உரியவர்கள். சார்பாளர்கள் தேர்வு முடிந்தவுடன்,பெயர் பட்டியலை மாவட்ட புத்தகத்தில் பதிவு செய்து கொள்ளவேண்டும். மாநில சங்கத்திற்கு தெரிவிக்க வேண்டும்.
2.அகில இந்திய மாநாடு :- அகில இந்திய மாநாடு 2025 நவம்பர் 8 மற்றும் 9 தேதிகளில் கேரள மாநிலம் கொச்சியில் நடைபெற உள்ளது. அதற்கான சார்பாளர்கள், 100 ஆயுள் உறுப்பினருக்கு ஒருவர் வீதம் தேர்வு செய்ய வேண்டும். அகில இந்திய நிர்வாகிகள், நேரடியாக வர உரிமையுள்ளவர்கள். மற்றபடி, மாவட்ட செயலாளர் உட்பட, அனைவரும் சார்பாளராக தான் வரவேண்டும். முறைப்படி சார்பாளர்களை தேர்வு செய்து, மாநில சங்கத்திற்கு தெரிவிக்க வேண்டுகிறோம்.

CG PENSIONERS DA INCREASE
FROM 1-7-25
As per Labour Bureau's press release The All India Consumer Price Index for Industrial workers ( CPI - IW )with base year 2016= 100 )for June 2025 increased by 1 ( One ) Point reaching 145.0
Upon Conversion to the 2001=100 series this corresponds to 417.60 points. Accordingly DA applicable for Central Govt Employees / Pensioners from 1st July, 2025 will be 58% which reflects an increase of 3% over the existing DA / DR of 55%
