GS gave detailed speech about the development activities of CHQ right from the formation of All India  Association ,Pension Revision after 2nd PRC from 2007, annulment of 60:40,Pension Revision based on 78.2 % IDA ,Our efforts to get pension w.e.f 1.1.2017.Active role played by Our leaders Com.PSR, DG, K.Muthialu, Gangadhararao etc. Detailed about AIC Vizag. 

Meetings with HON .MOC Shri.Ashwin Vaishnav. Latest Visit to Delhi. We infer more than óne proposal sent to DOE. Details are not known. During the meeting with M(S),they discussed about Extra increment case and LPD CASE of TM. Regarding LPD case, they refused. Whereas ,regarding extra case requested to revise the pension getting a declaration similar to that of executives. Member Services instructed DDG Estt to submit the file. He told that as DOT wants to settle the Pension and not intending to go for appeal ,there is no necessity for filing the contempt petition. He also appreciated the functioning of our Assn. In Tamilnadu Circle.            

Com.A.Sugumaran spoke in Tamil illustrating the salient points of GS Speech. Com. S.Sundarakrishnan CS spoke about activities of Tamilnadu.  Com.V.Mani delivered vote of thanks. Comrades from Chennai and Salem attended the meeting. Vellore District felicitated all the office bearers  attended from other areas like STR, ChTD and Salem. Meeting arrangement was wonderful. PENSION ADALAT :- 

Pension Adalat has been conducted on 23rd Feb 2024 at Conference hall of BSNL, NAGERKOIL under the presidentship of Sri. Avatesh Kumar Pr.CCA Tamilnadu. Smt.Gowthami Balashri Jt.CCA Pension, Smt. ArulMathi Jt.CcA PDA, Sri Sanjeet Kumar Jt CCA, smt Cordelia Esther Dy CCA, Smt.Jagadeeswari AO Pension, Smt.Logeswari AAO Pension, Smt. Seema AAO PDA from CCA Office, AO Pension CH.TD and Smt. Abayambiga AO STR CHENNAI, 75  comrades inclusive of individual Pensioners and representatives of Pensioners Association participated. Comrades A. Saminathan CP,. P.Jayaraman AGS CHQ, S.Sundarakrishnan CS, Balan Org Secy, Chellaiah DS NGC, Asokan Ds CDL, N.S.Deenadayalan DS STR, Mari DS Kkd, Veersamy DS Madurai, Paramasivan Ds TVL, Subbiah DS TTN, Ayyanar DS TNJ, Srivasan DT Madurai, Ganapathi ADS TVL, Kasi ADS NGC and some more comrades from Nagerkoil, TTN and TVL participated. 

Pr.CCA in his inaugural speech stated that it is the 11th Adalat since 2000-21. In this Adalat, they received 347 cases, out of which 246 cases has been settled. He also mentioned that  counters have  been provided for receipt of grievance in addition to PRM.Toll free no is available. Due to migration, a lot of mistakes happened in mobile no., DOB , drawal of less pension etc. We insisted for the time bound work of updation of data based on the KYP  Forms received at CCA OFFICE. Out of 8000 KYP Forms available, only 2000 forms only could be  updated though the target is fixed as 29th Feb 2024. Smt Arulmathi JtCca PDA appreciated the Jt CCA pension and staff for the tremendous preparatory work for the  Adalat. Pensioners Association has to come forward in getting the KYP Forms from the rest of the pensioners. She also mentioned that CCA TN disbursing pension for more than 51000 SAMPANN Pensioners per month. A lot of categorical grievances like Conversion of FP, COauthorisation, Inclusion of 2nd wife, Reauthorization to widowed/unmarried daughter etc. Pensioners pre 2006 retired is 11000. Subsequent retirees are 41000.  Pensioners who crossed 100 years are 3, who are paid double the quantum of pension. 35 pensioners are within the age group of 95 and 100. She also mentioned during January 2024 itself, 27000 LCs got it updated. Submission of LC can be from the first week of Due month.Then only, breakage of pension payment can be avoided. Pensioners Association has to raise the occasion to help CCA office. More output is being delivered with less staff. She mentioned though we settle the grievances recd through CPENGRAMS, While grading Feedback, people offers non fair comments. Out of 100, poor ratings are given as 24. Jt.CCA Pension read out  all the grievances received subject wise, both settled and unsettled.The reasons for non settlement like non receipt of relevant documents, non recommendation of BSNL UNITS etc. Out of 81 FMA Cases received, 75 cases are settled. Others are not settled, surrender of MRS Card details, recommendation of BSNL authorities not available. We interacted that for DOT Pensioners, surrender certificate is not applicable as they are not entitled to have BSNL MRS CARDS. Out of 55 FP CONVERSION Cases, 50 cases have been settled. Proper documents are not available for many  COauthorisation as well as Reauthorization cases. When we interact for some of the cases of pension revision arrears that  due drawn stt. Not given by banks and CCA off. has to intervene, she said Bank authorities  will preserve details only for 5 years. Requested to send reminder. Submission of Form 14 is insisted for

conversion of Fp., in case if the pensioner is having single account. Smt.Logeswari AO Pension gave vote of thanks . Biscuit and tea served to  the pensioners. On the whole, best exercise was done by the officers and staff members of the     o/o CCA for the settlement of  maximum grievances  in this Adalat. We expressed our sincere thanks to them.

Dear comrades, In continuation of the above brief regarding Adalat, Smt.Seema AAO PDA told that every month defaulters list for submission of life certificate is being displayed. Associations are requested to guide the pensioners to  submit DLC. Mobile no.of the pensioners also indicated against each name. The correctness of   the same can also be checked

 𝗣𝗲𝗻𝘀𝗶𝗼𝗻 𝗥𝗲𝘃𝗶𝘀𝗶𝗼𝗻: 

Dear comrades,

President, Vice President Com Gangadhara Rao and self reached Delhi on 5/2/24.

Com N K Gandigwad, veteran leader of Hubbali along with his friend also reached Delhi on the same day.

We met Shri Pralhad Joshi ji on 6th night at his residence and requested him to arrange a meeting with Hon MoC.

He told that he will talk to him and meeting will be arranged on 7th or 8th and told his PA to coordinate with MoC PA and us.

Hon MoC was terribly busy and couldn't get appointment even on 9th.

But today (9th) we could meet Telecom secretary (even though he is on leave today he came to office in the evening to sign some files and by the efforts of our other source we could meet him).

We also met Member F , Member S and Director (Estt.)

After meeting all these officers our assessment is

1) DoT mentally prepared to implement the judgement of PB, CAT without preferring an appeal

2) Informal consultations were held with DoP&PW and DoE.

3) The file is not yet sent to DoE and it may be sent in the coming week

4) All the officers are tight-lipped about the actual proposal but we could understand that they have two/three options for implementing the CAT judgement.

5) It's clear that DoT is interested to find a permanent solution and at par with CG pensioners as we demanded.

6) It's clear that after getting the nod from nodal departments cabinet note will be prepared and the whole process will take atleast 6 months because a policy decision has to be taken to delink pension revision from pay revision and related issues.

7) We called the leaders of applicant associations today evening to brief them but only Com Bagchi and Jain from AIRBSNLEWA came and others could not come due to personal reasons.

8) We told them that we are not interested to file any contempt petition because that would provide an opportunity for DoT to file an appeal against the judgement which may drag on for nearly 4 years. We also appealed to other applicant associations not to go for contempt petition.

Despite severe cold for which we are not accustomed to and many health issues we stayed in Delhi for 5 days.

Hope all of you would appreciate our sincere efforts for getting a permanent solution.

Dear Comrades, To expedite the process of our Pension Revision, our AIBSNL CHQ leaders Com. D.Gopalakrishnan, Com.V. Varaprasad, Com. Gangadhar Rao and Dy.GS, Com.Anup Kaul are camping in Delhi. If the Pension Revision is accomplished before Elections it would be easy. Revision file should first get approval of Finance Wing. As the Honourable Minister is favourable the Department has not chosen to appeal the case to High Court of Delhi.  Our leaders are appealing to Minister continuously through various channels. Let’s hope our case of Pension Revision is solved as soon as possible. Andhra M.P.
