All the three cases filed by All India S30 Pensioners Association, NCCPA & others and Forum of Retired Indian Police Service Officers are tagged together and will probably be heard on 9.1.2026, the date fixed for S-30 Pensioners case hearing.

 

 DOT's Clarification on Aadhaar for DLCs 

---

Aadhaar shall not be relied upon for verifying Date of Birth while processing Digital Life Certificates (DLCs). Service records and PPO are the primary documents for verification. DLCs should not be rejected for minor name mismatches or for entering original (pre-migration) PPO numbers. DH/AAO must use reasonable judgment to avoid hardship to pensioners.

Dear Ma’am / Sirs,

As you are aware matters were listed as Items 46-48 today.

When matter was called out, Mr Ghose appeared for us and informed the bench of the issue and requested the bench to take up the matter. At that stage, Counsel for UoI was not there and a Passover was requested on his behalf.

When the matter was called out after passover, Counsel for UoI requested that the matter be taken up post lunch. At which stage, the Court told him that was not possible owing to certain other time fixed matters.

Therefore, we requested for the shortest possible date so that the matter can be disposed off expeditiously and also requested for it to be taken up at a fixed time.

In view of our request, the Hon’ble Court agreed to take up the matter on 6th Jan at 2:30 PM.

1.FP Conversion :   இதை துரிதப்படுத்திட 3 Clerks  இப்பணியில் ஈடு படுத்தப்பட்டுள்ளனர். தற்பொழுது 50 cases pendingல் உள்ளது.  இந்த மாதத்தில் அவை அனைத்தும் சீர் செய்யப்படும்.

2.Freezed cases, HELPDESK இல் கால தாமதம் ஆவதை, சுட்டிக்காட்டி AO விடம் பேசியுள்ளோம்.

3.IDA arrears, LC கொடுக்காதவர் 1000 பேர் நீங்கலாக, அனைவருக்கும் IDA ARREARS, தயாராக உள்ளது. LC தாமதமாக கொடுத்து, நவம்பர் PENSION பெறாதவர்கள், FP மாற்றம் பெற்றவர்கள் எல்லோருக்கும் இந்த வாரம் பண பட்டுவாடா செய்யப்படும்.

4.)    5000 பேருக்கு eppo தயாராகி உள்ளது.

5.) 78.2 revision இன்னும் documents அனுப்பாதவர்கள் பட்டியல் பெற்றுள்ளோம்.

 PENSION REVISION CASE IN 

HIGHT COURT NEW DELHI TODAY

 PENSION REVISION CASE TODAY 27.11 STATUS:  

Due to paucity of time our Pension Revision case has not been heard today... Next Date of Hearing: 11.12.2025

Dear Ma’am / Sir,

1. As you are aware, the matter was listed today for the Government of India to inform the Court about whether it is agreeable to grant revision of pension to combined service optee pensioners of BSNL by multiplication of existing pension by 2.57 as was done for Central Government employees by the 7th CPC.

2. When the matter was called out, the Government informed the Court that it cannot grant revision of pension by applying the multiplication factor of 2.57. The Government is adamant on its stand that till PRC recommends an increase in pay for BSNL, the Government of India shall not revise pension of retired employees of BSNL.

3. In view of the Government’s stand, the Court will have to finally hear the matter and pass a judgment either allowing or dismissing the writ petition. Since it has already heard the matter in part on the last date, it decided to keep the matter for hearing at the end of its board today.

4. Unfortunately, the matter couldn’t be taken up at the end of the board because of paucity of time.  However, we mentioned the matter and the Court agreed to give a short date ie 11.12.2025.

 CCA TN PENSION ADALAT FOR THIRUNELVELI AND THOLTHUKKUDI SSA S IN ONLINE ON 17/12/25.

 After the hearing in Delhi HC yesterday, we have sent the following message to our lawyer.

Pay of BSNL employees were revised from 1/1/2007 but pension of employees who retired between October 2000 and December 2006 was not revised which resulted in pension anomaly between pre-2007 and post -2007 retirees.

To undo this pension anomaly DoT issued OM on 15/3/2011 revising the pension of pre-2007 retirees with the same formula.

In accordance with DoT OM dated 20/7/2016,  100 percent liability of paying pension/family pension of absorbees lies with Government of India 

Pension drawn as on 31/12/2015 may be multiplied by 2.57 factor from 1/1/2016.

To undo the anomaly in pension for those who retired after 1/1/2016, whose pay was not revised as per 3rd PRC, because of unviable financial conditions of BSNL and remain in 2nd PRC pay scales, after retirement, their pension shall also be multiplied by the same 2.57 factor.

Case on Pension Revision – High Court of Delhi

Our case on pension revision came up for hearing in the Hon’ble High Court of Delhi today. The matter was taken up at 2:45 PM and the hearing continued for more than an hour. Detailed arguments and counter-arguments were presented by both the petitioner and the respondent.

The Court has directed both parties to file their respective written statements on the issues raised. The next date of hearing is 27-11-2025.

A detailed update will be shared as soon as it is received from our Advocate.

CCA அலுவலக செய்தி :- இன்று மாநில தலைவர் COM. RV, மாநில செயலாளர், COM. ஆறுமுகம் மாநில நிர்வாகி மூவரும், Jt. CCA அவர்களை சந்தித்து, மாநில மாநாட்டில் தேர்வு செய்யப்பட்ட புதிய நிர்வாகிகள் பட்டியலை கொடுத்தனர். மதுரை மாவட்ட தலைவர் COM. கன்னியப்பன் அவர்களும் உடன் சென்றார்.

1.Creation of  eppo 5000 பேருக்கு அப்லோட் செய்யப்பட்டுள்ளது. இன்னும் 500kyp form பெண்டிங்கில் உள்ளது. 

2.Conversion of FP, கூடுதல் STAFF போடும்படி கூறினோம். தற்பொழுது 2 CLERK உள்ளனர். இது வரை கையிருப்பில் உள்ள அனைத்து FP CASE, டிசம்பர் 15 தேதிக்குள் முடிக்குமாறு கூறியுள்ளார். அதன் பிறகு வரும் அனைத்து FP conversion ஒரு மாதத்தில் convert ஆகிவிடும் என்று கூறினார்.

2.மருதாம்பாள் FP பிரச்சனை Helpdesk சரிசெய்ய வில்லை என்பதை சுட்டிக்காட்டினோம். 3.SAMPANN S/W problem. 

4.Notional increment நீதி மன்றம் சென்ற வர்களுக்கு மட்டும் revision செய்யப்படுகிறது. 

5. பென்ஷன் account மாற்றம் ஆகஸ்ட் ல் approve ஆனவை,இன்னும் சரி செய்யப்படைவில்லை 6.காரைக்குடியில் ppo no வேறு ஒருவருக்கு, தவறாக மாற்றிய தால், அவருக்கு அக்டோபர் பென்ஷன் வரவில்லை. வாழ்நாள் சான்றிதழ் கொடுக்க இயலவில்லை. உடனடி, தீர்வுக்கு HELPDESK ஐ அணுகும்படி கூறியுள்ளோம்.

7.OCT IDA வேலை எடுக்க பட்டுள்ளது. 8.டிசம்பர் மாதம், மதுரை யில் ADALAT நடக்க உள்ளது. 9.தனிநபர் பிரச்சனை பேசப்பட்டது.

Supreme Court Case Status – VALIDATION ACT

Our case challenging the Validation Clause has been officially admitted by the Hon’ble Supreme Court. The case is filed under Diary No. 60324/2025, registered as W.P.(C) 1057/2025. It was listed before the Bench of Justice P.S. Narasimha and Justice Atul S. Chandurkar on 17-11-2025 for admission.

The Court has directed that our case be clubbed with W.P.(C) 525/2025, and notice has been issued to the Government. 

The case is categorised under Retiral Benefits & Pension matters. The next tentative listing, as per the computer-generated schedule, is 05-01-2026.

The petition has been filed jointly by 19 major Pensioners’ Organisations, including NCCPA, AIBSNLPWA, and others 

 Our Writ Petition (Civil) 1057/2025, filed by NCCPA, AIBSNLPWA and other pensioners’ organisations against the Validation Act, has been listed in the Hon’ble Supreme Court for hearing on 17 November 2025 in Court No. 7 as Item No. 18 before the Bench of Justice P. S. Narasimha and Justice Atul S. Chandurkar.
