After the hearing in Delhi HC yesterday, we have sent the following message to our lawyer.

Pay of BSNL employees were revised from 1/1/2007 but pension of employees who retired between October 2000 and December 2006 was not revised which resulted in pension anomaly between pre-2007 and post -2007 retirees.

To undo this pension anomaly DoT issued OM on 15/3/2011 revising the pension of pre-2007 retirees with the same formula.

In accordance with DoT OM dated 20/7/2016,  100 percent liability of paying pension/family pension of absorbees lies with Government of India 

Pension drawn as on 31/12/2015 may be multiplied by 2.57 factor from 1/1/2016.

To undo the anomaly in pension for those who retired after 1/1/2016, whose pay was not revised as per 3rd PRC, because of unviable financial conditions of BSNL and remain in 2nd PRC pay scales, after retirement, their pension shall also be multiplied by the same 2.57 factor.

Case on Pension Revision – High Court of Delhi

Our case on pension revision came up for hearing in the Hon’ble High Court of Delhi today. The matter was taken up at 2:45 PM and the hearing continued for more than an hour. Detailed arguments and counter-arguments were presented by both the petitioner and the respondent.

The Court has directed both parties to file their respective written statements on the issues raised. The next date of hearing is 27-11-2025.

A detailed update will be shared as soon as it is received from our Advocate.

CCA அலுவலக செய்தி :- இன்று மாநில தலைவர் COM. RV, மாநில செயலாளர், COM. ஆறுமுகம் மாநில நிர்வாகி மூவரும், Jt. CCA அவர்களை சந்தித்து, மாநில மாநாட்டில் தேர்வு செய்யப்பட்ட புதிய நிர்வாகிகள் பட்டியலை கொடுத்தனர். மதுரை மாவட்ட தலைவர் COM. கன்னியப்பன் அவர்களும் உடன் சென்றார்.

1.Creation of  eppo 5000 பேருக்கு அப்லோட் செய்யப்பட்டுள்ளது. இன்னும் 500kyp form பெண்டிங்கில் உள்ளது. 

2.Conversion of FP, கூடுதல் STAFF போடும்படி கூறினோம். தற்பொழுது 2 CLERK உள்ளனர். இது வரை கையிருப்பில் உள்ள அனைத்து FP CASE, டிசம்பர் 15 தேதிக்குள் முடிக்குமாறு கூறியுள்ளார். அதன் பிறகு வரும் அனைத்து FP conversion ஒரு மாதத்தில் convert ஆகிவிடும் என்று கூறினார்.

2.மருதாம்பாள் FP பிரச்சனை Helpdesk சரிசெய்ய வில்லை என்பதை சுட்டிக்காட்டினோம். 3.SAMPANN S/W problem. 

4.Notional increment நீதி மன்றம் சென்ற வர்களுக்கு மட்டும் revision செய்யப்படுகிறது. 

5. பென்ஷன் account மாற்றம் ஆகஸ்ட் ல் approve ஆனவை,இன்னும் சரி செய்யப்படைவில்லை 6.காரைக்குடியில் ppo no வேறு ஒருவருக்கு, தவறாக மாற்றிய தால், அவருக்கு அக்டோபர் பென்ஷன் வரவில்லை. வாழ்நாள் சான்றிதழ் கொடுக்க இயலவில்லை. உடனடி, தீர்வுக்கு HELPDESK ஐ அணுகும்படி கூறியுள்ளோம்.

Supreme Court Case Status – VALIDATION ACT

Our case challenging the Validation Clause has been officially admitted by the Hon’ble Supreme Court. The case is filed under Diary No. 60324/2025, registered as W.P.(C) 1057/2025. It was listed before the Bench of Justice P.S. Narasimha and Justice Atul S. Chandurkar on 17-11-2025 for admission.

The Court has directed that our case be clubbed with W.P.(C) 525/2025, and notice has been issued to the Government. 

The case is categorised under Retiral Benefits & Pension matters. The next tentative listing, as per the computer-generated schedule, is 05-01-2026.

The petition has been filed jointly by 19 major Pensioners’ Organisations, including NCCPA, AIBSNLPWA, and others 

 Our Writ Petition (Civil) 1057/2025, filed by NCCPA, AIBSNLPWA and other pensioners’ organisations against the Validation Act, has been listed in the Hon’ble Supreme Court for hearing on 17 November 2025 in Court No. 7 as Item No. 18 before the Bench of Justice P. S. Narasimha and Justice Atul S. Chandurkar.

 The All India CPI - IW  ( Base 2016=100 )for September 2025 increased by 0.2 Point and stood at 147.3 as per Labour Bureau's Press Release.

On conversion to 2001= 100 series it comes to 424.22 points. Which means an increase of 0.57 points on August 2025 Index.

While generating DLCs, please ensure to take photos showing:

The pensioner and volunteer,

Date of DLC, and Place (whether at the house of the pensioner or the DLC camp location).

These photos may be sent to CHQ for posting in the DLC Campaign WhatsApp Group maintained by DoP&PW.

DLCs may be generated either:

Daily in the office premises earmarked or notified for the purpose, or

At the residences of pensioners, as convenient.

All Units are requested to carry out this campaign throughout November 2025 and actively participate in making the nationwide DLC Campaign a success.

செலவினை மகிழ்சியுடன், தனது மகளின் திருமணத்தை முன்னிட்டு, ஏற்றுக்கொள்வதாக அறிவித்தார்.( 24-10-2025 அன்று திருவண்ணாமலையில் நடைபெறும் திருமணம், அதனை தொடர்ந்து 25-10-2025 மாலை மகாவீர் ஜெயின் பவனில் நடைபெற உள்ள) திருமண வரவேற்பு நிகழ்ச்சியில் பங்கேற்று மணமக்கள் அனுபிரபா, வித்யாசாகர் ஆகியோர்களை வாழ்த்துமாறு கேட்டுக்கொண்டார்.  பின்னர் அ. இ. மாநாட்டு தீர்மானங்கள் வாசிக்கப்பட்டு ஏற்றுக்கொள்ளப்பட்டது.

 தீர்மானங்கள் 

1) AIBSNLPWA பெயர் தொடர வேண்டும்

2) மாநில மாநாடு மற்றும் அ. இ. மாநாடு மூன்றாண்டுகளுக்கொரு முறையும்

மாவட்ட மாநாடுகள் இரண்டாண்டுகளுக்கொரு முறையும், நடைபெற வேண்டும்

அதுபோலவே மாநில மாநாட்டிற்கு 50 உறுப்பினர்களுக்கு ஒரு சார்பாளர், அ. இ. மாநாட்டிற்கு 100  உறுப்பினர்களுக்கு ஒரு சார்பாளர் என்ற நிலை தொடர வேண்டும்.

3)   ஒரு உறுப்பினர் இரண்டு மாவட்டங்களில் அல்லது இரண்டு மாநிலங்களில் தொடர்வதை அ. இ. சங்கம் முறை படுத்தி வழிகட்ட வேண்டும்.

4) LPD  பிரச்சனையை  தீர்த்து வைக்க மாநில சங்கத்துடன் இணைந்து அ. இ. சங்கம்  முயற்சி மேற்கொள்ள வேண்டும்.

5)  சொசைடி நிலுவையினை உடனடியாக பெற்றுத்தர அ. இ. சங்கம், மாநில சங்கம் மற்றும் சமீபத்தில் வேலூர் மாநில மாநாட்டில் தேர்வுசெய்யப்பட்ட ஐவர்குழு,  சிறப்பதிகாரியை நியமிக்க கூட்டுறவத்துறை ரெஜிஸ்ட்ரார் அவர்களுக்கு அழுத்தம் கொடுக்க வேண்டும்.

6)  31-01-2020 ல் விருப்ப ஓய்வில் சென்றவர்களின்  வரி பிடித்தத்தை நிர்வாகத்துடன் பேசி சரிசெய்ய அ. இ. சங்கம் முயற்சி மேற்கொள்ள வேண்டும், மற்றும் எர்ணாகுளம், கேரளாவில் நவம்பர்  8 மற்றும் 9 தேதிகளில் நடைபெறவுள்ள 

அ. இ. மாநாட்டில் பார்வையாளர்கள் அனுமதி இல்லை என்பதற்கு, நமது அதிருப்தியை ( Displeasurer ) STR Division தெரிவித்துக்கொள்கிறது.

 Pension Revision Case 

The following message received from our lawyer 

As you are aware, the matter was listed as Item 41 today (to be taken up at 3:30) before HMJ Navin Chawla and HMJ Madhu Jain.

Since J Jain had a meeting at 4 PM, the Court directed our matter to be taken up on 19.11.2025.

The Hon’ble Court also agreed to keep our matter at 2:30 PM on 19th ie immediately after lunch.

I am of the view that the matter will be heard finally on the next date.

Mr Ghose, Sr Counsel requested the Court to list the matter at 2:30 PM on our behalf and the Hon’ble Court was pleased to accept our request.\

PROTEST MARCH TO DELHI:

      A massive gathering assembled today at Jantar Mantar under the banner of Forum of Civil Pensioners Associations. "March To Delhi" ( Delhi Chalo) protest was against Validation Act 2025 and demand for constitution of 8th CPC with terms of reference.

       Com VAN Naboodiri of AIBDPWA presided over the function. Many Trade Union leaders such as Com Tapan Sen, Ms Amarjeet Kaur etc along with leaders of different retired pensioners Associations such as Postal, Railway Income Tax, BSNL/MTNL etc addressed.

 WAGE REVISION AGREEMENT FOR 

NON EXECUTIVES OF BSNL SIGNED TODAY DETAILS BELOW

Wage Revision Committee meeting is held today the 08-10-2025 and signed the agreement. All members of BSNLEU and NFTE participated. The following are the details of the agreement:-

1) Pay scales are as per the list attached. 

2) Fitment will be at par with the fitment to be given to the Executives.

3) Pay loss to any employee will be compensated by giving personal pay, to be absorbed in future increments. 

4)  Revision of perks and allowances will be decided by the BSNL Board and will be implemented  from the date of signing of the Wage Revision Agreement. ( A committee is already constituted by the Management for the revision of allowances)

5) HRA revision will be decided by the BSNL Board.

 6) Anomalies and aberrations will be addressed suitably.

7) The pay scales implemented in this Wage Revision will not form the basis for revision of pay scales in the next Wage Revision.

 

 REPORT FROM OUR ALL INDIA GENERAL SECRETARY COM V. VARAPRASAD RAO ABOUT OF TN CIRCLE VELLORE CONFERENCE

The Tamil Nadu Circle Conference of the All India BSNL Pensioners’ Welfare Association (AIBSNLPWA) was held on 4th and 5th October 2025 at Vellore. The conference was presided over by Com. Saminathan. 

The Open Session was inaugurated by Com. K. Muthiyalu. CHQ leaders Com. D. Gopalakrishnan (CHQ President), Com. V. Vara Prasad (General Secretary), Com. R. S. N. Murthy (CHQ Vice President), Com. T. S. Vittoban, Com. P. Venugopal, Com. Arunachalam, Com. Jayaraman, Com. Latha, Com. Rathna, and Com. Olly (Circle Secretary, Chennai Phones) Com V Rama Rao (Circle Advisor)  shared the dais. 

CHQ President and General Secretary elaborated on all major issues — including Present status of Pension Revision, Validation Act, Next AIC, Financial Discipline, and the need for unity. 

Smt. Gowtami Balasri, Joint CCA, Tamil Nadu, in her detailed and informative address, spoke about the status on issues such as the extra increment case, 78.2% fitment, family pension settlement, and Last Pay Drawn (LPD) implementation. She informed that a communication from DoT, New Delhi is expected shortly. She emphasized the importance of creating login credentials in SAMPANN for all 51,000 pensioners in Tamil Nadu and urged 24,000 migrated pensioners to complete KYP (Know Your Pensioner) formalities for EPPO generation. She appreciated the proactive cooperation and support extended by AIBSNLPWA to the CCA office.

GM, BSNL Vellore and NFTE Circle Secretary conveyed greetings to the conference and lauded the sustained efforts of the Association in serving the pensioner community.

The conference recorded participation of 358 delegates, 168 observers, 20 District Secretaries, 35 Circle Office Bearers, 9 CHQ Office Bearers, and large number of members from Vellore.

Elections were conducted in a cordial and democratic atmosphere, and all office-bearers were elected unanimously. The newly elected team comprises:

• Com. R. Venkatachalam – Circle President

• Com. S. Sundara Krishnan – Circle Secretary

• Com. Perumal Raja – Circle Treasurer

The Vellore District team deserves special appreciation for their excellent arrangements, disciplined organization, and warm hospitality, which contributed greatly to the grand success of the event.

 A Flash News " MIOT hospital management has agreed to extend cashless treatment to all the CGHS beneficiaries ". Dr.Prithvi Mohandoss, MD Hospital himself was there in the today's meeting and kindly given the consent to revive the cashless treatment to the CGHS beneficiaries in the light of the new revision of all the rates. This is conveyed by the Executive Committee member who attending this meeting. Great relief for all of us especially those who are living in Southern part of the Chennai city and in suburbs.
