CGHS Facilities to the retired BSNL employees ,
Revised mapping for determining CGHS Subscription and Ward entitlement.
This O.M. and mapping is applicable only for the Combined
Service Optees who retired from BSNL/MTNL with IDA pay scale
As per guidelines issued from Directorate of CGHS, MoH&FW, ward entitlement is based on the last basic pay and CGHS subscription is based on the pay scale as mentioned in the Pension Payment Order (PPO) of a particular retiree. pro-rata pensioners. DOT (PAT) OM dated 21-07-2023.

MEETING WITH MEMBER ( SERVICES)

Com Anupam Kaul Dy G S and myself ( J S Dahiya Org Secy) met Shri U.S Pandey Member (S) today at 1.30 PM
As Sh U S Pandey is going to retire this month end,we presented him a banquet of flowers and wished for his happy retired life.
Ms Roshni DDG (Est) Sh A K Sahu OSD and Shri Raj Kumar Director (Estt) were also present with the M (S).
Discussion took place on the issue of non granting of additional one increment in lieu of promotion to gr IV to nearly 600 hundred pensioners of TN, CTD,,STR and STP Circles where as Kerala High court and Chandigarh CAT had delivered favourable judgements and administrative orders had also been issued.
M (S) directed DDG (Est) to consider this case sympathetically in view of Court judgements.

Pension Revision-Meeting with
Pension Revision
Dear Comrades,
On our request, Member (S) gave us time at 0130 pm yesterday (20/7/23).
Accordingly Our Dy GS Com Anupam Kaul and our OGS Com J S Dhahia met him.
OSD, DDG (Estt.) and Director (Estt) were also in the chamber.
On the Eve of his ensuing retirement on our behalf Member (S) was presented with a bouquet and flowers.
After exchanging pleasantries, our leaders asked about the present status of pension revision recalling the earlier meeting held with him on 29/5/23 in which it was informed that though other formalities are over, the percentage shall be decided shortly by Hon MoC and Secretary. Though two months have gone by it's not decided our leaders told.
For this our leaders were informed that consultation is still on and we can't say how much time it will take.

The following is unofficial/yet to be confirmed news.
Most of you may be aware that we have one source which has direct access with Telecom Secretary .
Our Vice-President Com R S N Murthy informed me yesterday (20/7/23) late night the following:-
When there was interaction between the Telecom secretary and our source, the former said to have conveyed that he will decide the issue of pension revision and take necessary follow up action before relinquishing his position as Telecom secretary.
Delays are undue. Assurances are not kept up. This is our experience. Time is running fast. But still we have to wait and watch.

CCA TN அலுவலகத்தில் LIFE CERTIFICATE MELA
ஜூன் 2023 மாதத்தோடு LIFE CERTIFICATE முடிந்தவர்கள் இந்த ஜூலை மாதம்
22ந்தேதிக்குள் LIFE CERTIFICATE கொடுக்கவேண்டும். இல்லாவிட்டால் அவர்களது பென்ஷன்
ஜுலை மாதத்தில் வழங்கப்பட மாட்டாது. அதற்கான பட்டியலை ஏற்கனவே நாம் வெளியிட்டிருந்தோம்.
அதில் 418 பென்ஷனர்கள் சென்னையை சேர்ந்தவர்கள். அவர்கள் LIFE CERTIFICATE கொடுப்பதற்கு

CERTIFICATE மேளா நடத்த முடிவு செய்திருக்கிறது. 21-7-23 வெள்ளிக்கிழமை காலை 10 மணி
முதல் மாலை 4 மணி வரை CCA TN எதிராஜ் சாலை அலுவலகத்தில் இவர்கள் LIFE CERTIFICATE கொடுப்பதற்கு
சிறப்பு ஏற்பாடுகள் செய்யப்பட்டுள்ளது. ஆகையால் லைஃப் சர்டிஃபிகேட் கொடுக்காத அந்த
தோழர்கள் அன்று CCA TN அலுவலகம் சென்று லைஃப் சர்டிஃபிகேட் கொடுத்து விடுமாறு கேட்டுக்
கொள்கிறோம். சென்னையில் வசிக்கும் அந்த 418 பென்ஷனர்களின் பெயர்களை அல்ஃபட்டிகல் வரிசையில்

Pension Revision case in PB CAT Delhi on 13-07-2023
The matter was listed as item 27 before bench 5 today on 13-07-2023. Mr Sanjay Ghose Senior Advocate appeared on our behalf. The respondents repeated the same old arguments. The bench heard and recorded submissions of all parties that it will pronounce the order. Judge told that , if any clarifications are required then that will be sought for and the parties can give clarification on 16-08-2023. It has posted the matter to 16-08-2023. There is a possibility of delivering the judgement on 16th August 2023.

As per Agenda,
Members spoke. They made Questions/wanted clarifications and even shared their
views...
Our Members
S.Ramakrishnan, CSS Narayanan(TN), Giri, Mohankumar, Civil Arumugam,
Ezhumalai(Driver), Gajendran spoke on day-to-day issues. Our Senior
R.Govindarajan gave a valuable resume on Pension Revision...
Among the New
Members 5 were present in the Meeting and they were felicitated with
Towels...They are Smt.Rajalakshmi, Smt.Radha, Sri.Murugesan, Sri.TG.Sudhakar
and Sri. S.Sivakumar...
Special
Greetings/Welcome was extended to Com.Sivakumar who had been General Secretary of
AIBSNLEA on his joining STR Division....
Com.Sivakumar in
his brief speech dwelt upon Pensioners Issues and Pensioners’ Organisations. He
mentioned that with inclusion of MTNL Members
AIBSNLPWA is the largest and has a definite role. He has meant
appreciation of STR Division and the contributions of Coms.Sugumaran, R.Govindarajan, Muthiyalu and our Circle
Secretary S. Sundarakrishnan...
Then Our Circle
Secretary S.Sundarakrishnan In clear terms briefed on the day-to-day functioning
of The Circle Association and the functioning of the Divisions. He emphasised,
rightly so, that apart from Common Issues, the Members' immediate requirements
are of paramount importance. (Though C/S did not say, He is daily attending to
the individual grievances of Members, as I know of ). He has rightfully put
forth that the Members and also the Office-Bearers at various levels are not
giving/forwarding the requisite data/information. If this is set right, He
would be able to solve the issues early. The C/S has also mentioned that
possible steps are being taken with regard to Society Dues to the Members, in
good earnest. He has explained about LPD & Extra Increment Cases. Though
difficult, He has put in his maximum efforts...He has also given a brief of
Thanjavur Circle Executive and the Resolutions passed therein, which are only
in the interest of Members. He has also clarified the Pension Revision Issue to
the satisfaction of the Leaders/Well-, Informed Members present in the
Meeting...
Finally
Com.Muthiyalu (CHQ) spoke. He mentioned about the grievances(ill-will)
expressed in Tamilnadu (only a few as I know of) expressed against His
Out-Spoken Views on Pension Revision & Democratic Functioning of Our
AIBSNLPWA. He has stated and also He is CLEAR that HE is expressing his views
only for the sake of Welfare of Pensioners. Members heard Muthiyalu patiently,
as an acknowledgement. He also spoke on the General Prevailing
Political/Economic Situations of the Country and appealed to the Members to
participate in the All India Peace Solidarity Forum of which He is A
President..
My View is that
Our STR Division Meeting WENT OFF WELL, without controversies and A Meet Of
SHARING OF VIEWS to uphold DEMOCRACY, thereby The Growth Of AIBSNLPWA...NK.

The matter was listed as Item 31 today (10-07-2023) before Court No 5. The arguments took place for more than 100 minutes. Our Dy.GS Com AnupamKaul was present in the court. Director (Estt.) was also present.
Mr.SanjoyGhose, SrAdv appeared on our behalf and argued the matter. Thereafter, the other side argued for some time. They submitted that IDA scale is higher and so now the pensioners cannot claim parity. They further relied on the judgments of Ernakulam, Hyderabad and Bangalore bench.
The Hon judge was interacting with the lawyers.
In rejoinder, we submitted before the Court that the Government had assured us to pay pension on IDA scale and grant of IDA scale is in terms of judgment of the SC. We also distinguished the judgments of other benches.
The bench has recorded that arguments have been addressed by both sides. It has adjourned the matter to Thursday only to hear any further submissions which any party wishes to make.
Our lawyers are preparing the necessary documents for submission on 13/7/23.
Today's development is giving a positive signal.
