திருச்சி குடும்ப ஓய்வூதியர் பிரச்சினைகள் தீர்விற்காக அவர் மேற்கொண்ட முயற்சிக்காகவும் நமது நன்றியை தெரிவித்துக் கொண்டோம். நமது வேண்டுகோளை ஏற்று திருச்சி மாவட்ட நிர்வாகம் குடும்ப ஓய்வூதியர் பிரச்சினையில் மாநில நிர்வாகத்திற்கு   அளித்த பதிலை நமக்கு அவர் பகிர்ந்தார்.

கணக்கு அதிகாரி CSC அவர்களை சந்தித்தோம். சமீபத்தில் மருத்துவப்படி பட்டுவாடா செய்யப்பட்டது. அது STR பகுதிக்கு மட்டும் எனவும், 

ERP இணையத்தில் பதிவேற்றம் செய்யப்பட்டுள்ள தமிழ்நாடு மெடிக்கல் பில்கள் Corporate அலுவலகத்திற்கு நிதி ஒதுக்கீடு கோரி அனுப்பப்படும் என்றும் கூறினார். விரைந்து நடவடிக்கை எடுக்க வலியுறுத்தியுள்ளோம்.

HR.. மனிதவளப்பிரிவு அதிகாரிகளை கோவை மற்றும் திருச்சி மாவட்டங்களில் பிடித்தம் செய்யப்பட்ட Recovery குறித்து விவாதித்தோம்.

மாவட்ட மட்டத்தில் விரைந்து  நடவடிக்கை எடுக்க வலியுறுத்தியுள்ளோம்.

FMA மருத்துவப்படி வழங்கும் பணி துரிதமாக நடைபெற்று வருகின்றது.

SAMPANN இணையத்திற்கு மாற்றம் செய்யப்பட்ட பலருக்கு மொபைல் போன் பதிவேற்றம் செய்யப்படவில்லை.

இந்தப் பணியை விரைந்து முடிக்க வலியுறுத்தியுள்ளோம்.

KYP... தங்களது விவரங்களில் மாற்றம் தேவைப்படுவோர் மட்டும் KYP விண்ணப்பங்கள் அனுப்ப வேண்டும். அனைவரும் அனுப்ப அவசியமில்லை.

வாழ்வு சான்றிதழ் ஒரு குறிப்பிட்ட மாதத்தில் அனைவரும் கொடுக்குமாறு ஏற்பாடு செய்ய ஆலோசனை வழங்கியுள்ளோம்.

தமிழ் மாநில பொது மேளாலர் திரு C.V. வினோத் அவர்கள் 31-8-23 அன்று ஓய்வு பெறுகிறார்கள். தமிழ் மாநில செயலர் தோழர் S. சுந்தரகிருஷ்ணன் அவர்களும், STR DN. உதவி செயலர் S. நரசிம்ஹன் அவர்களும் இன்று காலை அவரை அவரது தமிழ் மாநில அலுவகத்தில் சந்தித்து பொன்னாடை போர்த்தி கௌரவித்து அவரது ஓய்வுகாலம் வளமாகவும் சந்தோஷமாகவும் இருக்க நமது வாழ்த்துக்களைத் தெரிவித்துக் கொண்டோம். அவர் 1-9-23 முதல் நமது STR. DN. ல் ஆயுள்கால உறுப்பினராக தன்னை இணைத்துக் கொண்டார் என்பதை மகிழ்ச்சியுடன் தெரிவித்துக் கொள்கிறோம். அவர் நீண்ட ஆயுளுடன், ஆரோக்கியமுடன், இனிமையான ஓய்வுகாலம்  அமையவேண்டுமென நமது வாழ்த்துக்களைத் தெரிவித்துக் கொள்கிறோம்.

A delegation consisting of Coms. N K Gandigwad, C H Shivanand , C K Hosamani, Vijaya kumar Mandi, S L Pujar of HUBLI DISTRICT lead by Com P Gangadhara Rao VP CHQ and Com R Changappa CS, Karnataka met Shri Pralhad Joshiji, Hon’ble Minister of Parliamentary Affairs at Hubli on 27- 8- 2023 .

We brought to his notice about undue delay in settlement of our Pension Revision issue and impressed him for his further intervention . He assured that he will discuss with MOC and inform us .

தாசப்ரகாஷ் எதிரில் உள்ள ANDERSON புரசைவாக்கம் LAB ன் கலக்க்ஷன் சென்டர் ஒன்று பெரம்பூர் நெல்வயல் சாலையில் உள்ள  Dr. ஜியாவுல்லா ஆஸ்பத்திரி கட்டடத்தில் துவக்கப்பட்டுள்ளது. இங்கும் CGHS பயணாளர்களுக்கு கேஷ்லஸ் வசதி செய்து தருகிறார்கள். ரத்தம் சம்பந்தம்பட்ட அனைத்து டெஸ்டுகளுக்கான ரத்தம் எடுக்கப்பட்டு புரசைவாக்கம் மெயின் ஆபீசுக்கு அனுப்பி பரிசோதனை செய்யப்படுகிறது. (சுகர் டெஸ்ட், கொலஸ்ட்ரால் டெஸ்ட், யூரின் டெஸ்ட், மோஷன் டெஸ்ட் ஆகியவைகள்) ECG, ஸ்கேன் டெஸ்டுகள் எடுக்கப் படுவதில்லை. காலையில் 7.30 மணிக்கு ரத்தம் கொடுத்தால் மாலை இங்கேயே ரிசல்ட் கொடுத்து விடுகிறார்கள். நேரிடையாக இங்கு வரமுடியாதவர்களுக்கு வீட்டிற்கு வந்தும் ரத்தம் சேகரித்து செல்லும் வசதியும் உண்டு. அதற்கு மட்டும் கட்டணம் வசூலிக்கப்படும்.

சென்னை தொலைபேசி AIBSNLPWA மாநில சங்க  நிர்வாகிகள் இன்று CCA அலுவலக அதிகாரிகளைச் சந்தித்து பல பிரச்சினைகள் குறித்துப் பேசினார்கள்.

அவற்றின் முக்கிய பொது பிரச்னைகளின் தகவல்களின் விவரம் கீழே கொடுத்துள்ளோம்.

(4) பென்சன் கணக்கு வங்கி மாற்றம் : பென்சன் பெறும் வசதியை ஒரு வங்கியிலிருந்து இன்னொரு வங்கிக்கு மாற்றுவது குறித்து சில விளக்கங்களை கேட்டோம்.

(a) ஒரே வங்கியின் ஒரு கிளையிலிருந்து இன்னொரு கிளைக்கு மாற்ற புதிய கிளை விவரங்களுடன் Dy.CCA-வுக்கு கடிதம் கொடுத்தால் போதும்.

(b) ஒரு வங்கியிலிருந்து வேறு வங்கிக்கு மாறினால் இப்போது பென்சன் பெறும் வங்கியிலிருந்து 'No due certificate' வாங்கி Dy.CCA-க்கு கொடுக்கும் கடிதத்துடன் இணைக்க வேண்டும்.

(5)  ஆகஸ்டு & செப்டம்பர் மாதத்தில் லைஃப் சர்டிபிகேட் கொடுக்க வேண்டியவர்கள் ஆகஸ்டு-21 &22ல் எத்திராஜ் சாலை CCA அலுவலகத்தில் நடைபெறும் மேளாவை பயன்படுத்திக் கொண்டு LC கொடுக்கலாம்.

(6) லைஃப்  சர்டிபிகேட்டை (a) CCA அலுவலகத்தில் கொடுக்கலாம். 

(b) தபால் அலுவலகம் - தபால்காரர் மூலம் கொடுக்கலாம்-  ரூ.70/- கட்டணம்

(c) ஈசேவை செய்யும் நெட் சென்டர்கள் மூலமாக கொடுக்கலாம்.

(b) & (c) மூலம் கொடுக்கும்போது TELECOM என்பதை தவறாமல் குறிப்பிட வேண்டும்.

(7) அஞ்சல் துறையில் பென்சன் வாங்கும் மொத்தம் 14,000 பேரில் இன்னும் 150 பேர் மட்டுமே SAMPANN-க்கு மாற்றப்படவில்லை. அடுத்த மாதம் அவர்களும் மாற்றப்படுவார்கள்.

(8) வங்கியிலிருந்து SAMPANN-க்கு மாற்றப் படாதவர்கள் 3500 பேர். அஞ்சல்துறை மூலம்  பென்சன் பெறுவோர் முழுவதும் மாற்றப்பட்ட உடன் இந்த 'வங்கி' பிரச்சினை மீது நடவடிக்கை எடுக்கப்படும்.

Par panel for strict action against CGHS-empanelled hospitals denying admission.

A parliamentary panel has asked the health ministry to initiate prompt penal action against hospitals empanelled with the CGHS for denying admission to beneficiaries for in-patient treatment on cashless basis.

Aparliamentary panel has asked the health ministry to initiate prompt penal action against hospitals empanelled with the CGHS for denying admission to beneficiaries for in-patient treatment on cashless basis. The Parliamentary Standing Committee on Petitions headed by Rajya Sabha MP Sujeet Kumar, in its 162nd report, on the petition ''praying for comprehensive medical facilities to Central Government employees, pensioners and their dependants” presented to the Rajya Sabha on Thursday said one of the most pressing issues that appear to be affecting a large number of beneficiaries, especially pensioners, is the denial of empanelled private hospitals to admit CGHS beneficiaries for in-patient treatment on cashless basis. The Committee has been informed of multiple instances where a beneficiary has been denied a bed on account of its purported non-availability. ''However, on deposition of cash, a bed becomes available out of the blue,'' the panel said.

It said it has also been informed by stakeholders that many empanelled hospitals/medical facilities are not adhering to the 2014 CGHS rates and are charging an excess amount from the beneficiaries. The Committee has also noted with disappointment that despite the aggrieved beneficiaries bringing the matter to the CGHS (Central Government Health Scheme) concerned, no remedial action has been taken and the empanelled private hospitals continue to indulge in such malpractices. The Committee impressed upon the ministry to deal with such grievances in a deterrent fashion and initiate prompt penal action against the erring hospital in the event of any irregularity being observed. The panel also took note of the fact that the empanelled private hospitals often deny OPD treatment/admission on CGHS rates citing that they have huge unsettled bills with the government and that the CGHS rates for a particular procedure are not justified. ''The Committee is of the firm view that the beneficiaries of CGHS must not be the sufferer for any undue delay on part of the government with respect to settlement of bills or illogical rates for a procedure. Besides, empanelled hospitals are under financial distress because of huge outstanding dues from CGHS,'' the report said.

Therefore, the Committee recommended that the rates prescribed under CGHS for different procedures be reviewed periodically and the government should also devise a mechanism for fixing a time limit for settlement and payment of bills to the hospitals at the earliest. The panel has been informed that some of the private empanelled hospitals/diagnostics centers are exploiting the CGHS beneficiaries by charging exorbitantly and collecting more fees/charges than what is prescribed by the government under the Memorandum of Agreement signed by them, and thus flouting the terms and conditions of empanelment.

Taking a serious note of such malpractices, the parliamentary panel recommended that the Ministry must deal with any willful violation or non-compliance in a deterrent fashion and ensure surprise inspections of empanelled hospitals for sustained compliance of the terms and conditions of empanelment. The report highlighted that during its course of deliberations, the panel has worriedly learnt that the CGHS wellness centres (WCs) are suffering from a poor doctor-to-beneficiary ratio. Also the lack of specialist doctors at the WCs is also a glaring fact. The Committee observes that the shortage of doctors leads to a decrease in quality of patient care and is one of the main reasons for poor patient perception. The panel, therefore, recommended that going forward, filling the posts of doctors lying vacant in CGHS WCs must be the foremost priority for the government and the government must also ensure that adequate doctor-to-patient ratio is maintained in all CGHS WCs. The Usual Monthly Meeting (GB) of our STR Division held on 8/8/23 took up an agenda on Organisation and after due deliberations decided to convey the displeasure on the response of the G/S with regard to our VP/CHQ K. Muthiyalu. We feel that this is a disgrace to our STR DIVISION.

We are sorry to take a few minutes of your Valuable Time.

We understand that six Office-Bearers of our Association have addressed you in respect of Our CHQ VP Muthiyalu.  All the six letters speak mainly of an audio message by Muthiyalu, prior to Tamil Nadu Circle Executive and his speech in the Circle Executive. Herein We are at a loss to understand why those (of them) in the Circle Executive did not place/insist in the Circle Executive itself. Are we to understand that this is an afterthought!!!

As We want to be brief, you may please consider the following...

With steady growth in membership (both Non-executives & Executives) where is the point of confusion, as lamented upon by the six friends...

There is no mention in the six letters addressed to you about his tour during our Program of agitation as decided in the AIC...

In the Changed Circumstances, the Letter of G/S (Delhi Visit) and the recent discussion with Member(S) on 20/7/23 circulated as a NOTE by G/S on 21/7/23 speak of Pension Revision only on the Percentage basis. The Letter by the G/S and information from other sources clearly say that CPC Fitment has not been / is not under consideration by the Authorities.

The Reality, BEING SO, what is wrong in expression of Views in the interest of Pensioners.

May We mention that the SIX O/Bs, posing to be champions of Organisational Discipline, seem to appear as a group and have a purpose.

We firmly believe that blaming Muthiyalu and using terms like discipline, decorum are unwarranted and the statement of confusion amongst Members is just an excuse.

WE URGE The CHQ/General Secretary TO IGNORE such allegations and advise them to concentrate on Organisation. We Hope that in a massive organisation, like ours, differing Views strengthen the democratic functioning and bureaucratic attitude at any level is to be avoided....

The Role of K. Muthiyalu as Founder Member/Organiser/Leader stands foremost.

We hope that the G/S would appreciate/acknowledge the views of STR DIVISION.
