ACIPI FOR JULY 2021

All India Consumer Price Index for Industrial Workers-AICPI-IW, 2016=100 for July, 2021 increases by 1.1 Points and stood at 122.8. If we convert it to 2001= 100 series it comes to 353.66. That means an increase of 3.16 points.

JCM staff side secretary has written a letter to Secretary Pension requesting for issuing general orders on the basis of Gauhati High court judgement

14.08.2021 அன்று நடை பெற்ற மாநில செயலக கூட்ட முடிவின் படி, இன்று (27.08.2021) CGHS Additional Director திரு சண்முகநாதன் அவர்களை மாநில தலைவர் தோழர் V.ராமராவ், மாநில செயலாளர் R. வெங்கடாசலம், மாநில துணை செயலாளர் தோழர் S.சுந்தரகிருஷ்ணன் மூவரும் சந்தித்து, நமது ஓய்வூதியர்கள் சென்னையில் உள்ள MIOT, BILLROTH  மற்றும் பிற மருத்துவ மனைகளில் உள் நோயாளியாக சேர்ந்து Treatment பார்த்து கொள்ள இயலாத சூழ்நிலை குறித்து விளக்கமாக கடிதம் கொடுத்து விவாதித்தோம். MIOT-ஐ பொறுத்த வரை அவர்களுக்கு கொடுக்க வேண்டிய Bill கள் அனைத்திற்கும் காசோலை அனுப்பி விட்ட தாகவும், அவர்களுக்கு payment சென்று விட்டதற்கான தகவலை எதிர் பார்த்து இருப்பதாகவும் தெரிவித்தார்.  மேலும் Billroth மருத்துவ மனையில் Beds availability இல்லாத காரணத்தினால் தான் admission இல்லை என்றும் தெரிவித்தார். பெங்களூருவில் அப்போல்லோ நமது ஓய்வூதியர்களுக்கு Empanel லில்  உள்ளது போல் சென்னை யிலும் இருந்தால் கூடுதல் வாய்ப்பாக இருக்கும் என்று கேட்டதற்கு, சென்னை அப்பல்லோ, அவர்களாக வரவில்லை . நாங்களாக 

( CGHS நிர்வாகம் ) அப்பல்லோவை அணுகுகிறோம் என்று தெரிவித்தார்.  இன்றைக்கு CGHS கொடுக்கும் rates 2014 ம் ஆண்டு நிர்ணயிக்க பட்டது என்றும் அதை மாற்றினால் தான் பல மருத்துவ மனைகள் தானாக வருவார்கள். இதை உங்கள் போன்ற ஓய்வூதியர்கள் அமைப்பு தான் டெல்லி மட்டத்தில் முயற்சி எடுக்க வேண்டும் என்று தெரிவித்தார்.

நெல்லை ஐ போன்று திருச்சி யிலும் ஒரு மருத்துவ மனை empanel  செய்ய வேண்டும் என்று கோரிய தற்கு, SRM Institute முன் வந்து இருப்பதாகவும் விரைவில் இறுதி செய்ய படும் என்றார்.

Addl Director அவர்கள் மிகவும் பரிவுடனும், அக்கறையுடனும் அவருக்கு இருக்கும் பணிகளுக்கு  இடையில் நம்முடைய கடிதத்தை பார்த்து வேண்டிய நடவடிக்கைகளை எடுப்பதாக உறுதி அளித்தார். நமது மாநில சங்கம் வெளியிட்ட CGHS Guide அவருக்கு கொடுத்தோம். அதை பெற்று கொண்டு நம்முடைய முயற்சியை பாராட்டினார்.

இந்த சந்திப்பு தற்போது உள்ள தேக்க நிலையை போக்கி முன்பு போல் தடை இல்லாமல் MIOT, மற்ற மருத்துவ மனைகளில் treatment எடுத்து கொள்ள வழி வகுத்துள்ளது. மேலும் எப்போது வேண்டுமானாலும் அவரை சந்தித்து குறைகளை தெரிவிக்கலாம் என்றார்.

Whatsapp information is being received  from various groups as  HON. Finance Minister has cleared the file today  for the payment of 3.1% IDA due since 1.7.2021. We will hope for the best and await for the official order.

 PENSION ANOMALY CASE. 

Today, Com. Anupamkaul, AGS and  Com. R L Kapoor, Legal Committee member  went to  Sanchar Bhavan and  made over the  letter addressed to  Secretary  ( Telecom  ).  They  had also  met Director Estt.  &  DDG Estt. and made over the  copy of  above  letter and  discussed the issue. Our two leaders gained the impression that DDG Estt. was convinced and agreed to  consider the  points we raised.  Let us wait and see how the order is coming out.

12th ANNIVERSARY FORMATION DAY as ALL INDIA BSNL PWA. Our Association was elivated as ALL INDIA BSNLPWA on 12.8.2009 at CHENNAI. Our STR  DIVISION OFFICE BEARERS viz .Comrades. Sri.A.SUGUMARAN, K.MUTHIALU played vital role in  converting our Circle ASSOCIATION  as ALL INDIA level. Comrades.V.Ramarao, DG, G.Natarajan, Ramankutty,Gangadhara rao, A.Sugumaran, K Muthialu, Rathna and Vittoban,(late) Arunachalam and several comrades took much intiatives and efforts to have ALL INDIA CONFERENCE at CHENNAI on 12th Aug 2009 inviting delegates from Various Circles in our Country. It was a marathon task and achievement. Our All India Association walked through several hurdles and had a several milestone records of achievement for Pensioners welfare. We STR Comrades SALUTE our leaders for their tireless work and efforts. We have a lot of Seniors leaders from various trade unions of serving employees viz NFTE, BSNL,FNTO, TEPU, SEWA, AIBSNLEA, AIBSNLOA, SNEA etc. They are the guiding force for us. Our members are from various cadres viz Telephone Machanic to Senior officers. We serve for all.  PENSION ANOMALY CASE IN CAT PRINCIPAL BENCH NEW DELHI.

Our Contempt Petition , CP NO 169/2021 , in Pension Anomaly came up today for hearing in Court No I , item No 21 , before Division Bench of Honourable Chairman CAT  PRINCIPAL  BENCH . The Government Advocate requested for four weeks time for compliance of the judgement. It was allowed by the court.

The next date for hearing is 20.09.2021.

This time  Government  Advocate sought  4 weeks time for compliance of the judgement. 

We sincerely hope that orders may be issued within a month.

 CCA TN RELEASED IDA ORDERS TODAY

Contacted CCA OFFICE today regading IDA revision order. Intimation letter to CPPC BANKS/GM postal account for drawal of unfreezed IDA w.e.f 1.7.2021 is getting ready and will be released next week. This will be included in AUGUST PENSION for SAMPANN Pensioners.

 DIVISIONAL SECRETARY SPEAKS:

Dear comrades, Good evening. Letter furnishing POINTS  for Adalat discussion, has been handed over to CCA office today. Circle Secretary and DS STR had a Courtesy call with Mrs.GOWTHAMI Joint CCA Pension, who assumed charge recently. She asked about FMA to CGHS Card holders, in non CGHS areas. She told Sri.Dr.Balasubramanian Joint CCA finalised and orders will be issued. We met Dr.Balasubramanian Jt.CCA also. We told Pension credit to SAMPANN Pensioners is made  as NEFT Transfer instead of Pension payment whereas  For SBI ACCOUNT holders credited as Pension. Joint Cca told  it is to be dealt with SBI Adayar nothing to do with CCA office. We insisted Jt CCA to deal with SBI authorities as pension is paid as a cheque by CCA to SBI Adyar. 

                             We requested to make payment on arrears of pension for those whose pension is revised due to NEPP/TBP and pension revised. AO told he will prepare list and get it settled by this month end. Those who have not received pension due to late submission of DLC/LC, Pension will be drawn during this week.Two of our comrades(Smt.Ushadevi and Sri.Hemabiisanam) have recd queries for  their  Co-authorisation of FP request. However, based on our request with CCA Office, directed the / individuals to go and have a personnel request with AO,.   AO pension,CCA office assured they will  reconsider the proposal.  In the meantime, New Jt.Cca assumed charge.To day we were told that Some RTI query has been asked by one gentleman  over the letter issued for Co-authorisation. This was taken as policy issue  and after several years and continuous persuation some decision was taken by CCA OFFICE. No precedence in any other circle. RTI Question may get data collection but not give solution to the issues. I personally feel this may delay in getting orders for pending cases not only to STR Comrades but through out TN Circle. If anyone is having social interest they can voluntarily come forward to get redress their problems to get better solutions.Today, we requested and suggested solutions for resolving two pending cases as the individual should not be put into difficulty because of RTI Query. Authorisation of FP WILL BE issued to dependant siblings/unmarried /divorced daughter's/parents only after ascertaing their income staus. Co authorisation will be issued  only to disabled child  based on Medical ceetificate, which is issued after study. Several other conditions also is there. Previously, minimum income from various other source was minimum pension pay of Rs3500 plus DA. Now, it is revised. So, income certificate needs to be furnished at the time of eligibility. CCA வாக பொறுப்பேற்று உள்ள திருமதி கௌதமி அவர்களை நானும், மாநில துணை செயலாளர் தோழர் சுந்தரகிரிஷ்ணன் அவர்களும் இன்று சந்தித்து நமது அமைப்பின் சார்பில் வரவேற்று வாழ்த்துக்க ளை தெரிவித்தோம். எந்த நேரத்திலும் தன்னை அனுகலாம் என்று தெரிவித்து அவருடைய whatsapp number மற்றும் e. mail விவரங்களை கொடுத்தார். தான் பொறுப்பேற்று உடன் தமிழ் மாநிலத்தில் FMA குறித்து உத்தரவிடப்பட்ட தா என்று கேட்ட போது இன்னும் அதன் மீது முடிவெடுக்க படவில்லை என்பதை தெரிந்து கொண்ட தாஹவும் விரைவில் அது வெளியிட படும் என்று தெரிவித்தத்திலுருந்து பிரச்னை கள் மீது எப்படி முடிவெடுப்பார் என்பதை புரிந்து கொள்ள முடிந்தது. மாதம் ஒரு முறை Informal meeting கொடுப்பது குறித்து முடிவெடுக்க வேண்டும் என்று சொன்னதை பரிசீலிபதாஹ ஒத்து கொண்டார்.

 PENSION REVISION CASE 

It came up today in the PB, CAT, New delhi at 3.30 pm.

BSNL has not filed it's reply. Our lawyer told the court that despite three chances given to them, they failed to reply and the right to reply should be closed and arguments should start.

But BSNL lawyer objected to that.

Finally court directed BSNL to file the reply within a week's time.

The reply to our rejoinder by the respondents was taken on record. Our lawyer objected to that because there was nothing new.

The next date of hearing is 10/9/21

Some of our comrades have doubt and seeking clarrifications that since BSNL CO. has issued orders for IDA revision  to its own serving employees, whether CCA can issue instructions to CPPC to implement the same based on the BSNL CO LETTER. DOT ND has to issue orders to all CCAs and then only CCA TN will issue endorsement to CPPC. We expect similar letter Shortly will be issued to all CCAs by DOT ND.

 BSNL ENDORSED IDA ORDERS

Dear Comrades, 

Good afternoon.

1.Clarrifications have been sought from some of our comrades, Defrozening of IDA w.e.f .1.7.2021 does not mention about Pensioner. Whether it is applicable to us. Based on this DPE order, DOT will issue order to all CCAs. Then this IDA will be revised. 

2.One of our comrade from STR revised his BSNL MRS option for year 2020-21 for allowance from with voucher. Whereas letter not available with STR. OPTION letter has to be exercised now afresh. 

2.Regarding, Adalat points comrades who had grievances with CCA are requested to send the details in the pro-forma before 7th August. 

General Point. While crediting Pension for SAMPANN PENSIONERS, only STATE BANK OF INDIA account holders are credited as "Pension for the month'. whereas other bank account holders are credited as NEFT TRANSFER FROM SBI. not as Pension credit. Incase if any two other bank customers give grievance with pass book entry xerox we will take up in the ADALAT. Thanking you,

 IDA ORDERS RELEASED

DPE ISSUES ORDERS FOR PAYMENT OF IDA AT REVISED RATES W.E.F. 01.07.2021: DPE has issued orders revising the rate of IDA to the executives and non-unionised supervisors of CPSEs (2007 pay revision) from 159.9% to 170.5% w.e.f. 01.07.2021. The increase subsumes the additional installments arising on 01.10.2020, 01.01.2021 and 01.04.2021. The rate of DA for the period from 01.10.2020 till 30.06.2021 shall remain at 159.9%.  View the DPE letter

The calculation given in Page 2 shows that 170.5% is IDA applicable from April to June, 2021. IDA due from July 2021 is not included.
