MEDICAL ALLOWANCE ENQUIRY
In the PENSIONERS DAY
meeting of STR Division on 19th December, Com. Victor Raj, asked about the
position of Pending Medical Allowance payment in STSR CHENNAI. Com. DSR, in his
reply, said, Some technical problem exists in creating Vendor number for some PENSIONERS,
is being attended at STSR CNI office. Divisional Secretary Com. DSR approached the concerned officers to expedite
the case, they also agreed to complete the work within a week's time.
To
the Kind Information of Circle Office Bearers, District Secretaries and
District Office Bearers, Please pass on the message conveyed by Com.DG to those
who are affected by Extra Increment Case.
“Regarding
extra increment case PCCA, TN sought clarification from DoT on 20/11/17. He
wants DoT approval for recovering the pension already granted for 68.8 from
1/1/2007. With that intention in mind, he has withheld arrears from 10/6/2013
to 31/12/2016 and ordered for granting 78.2 without Extra increment from
1/1/2017. Our CHQ has written a letter to Member (s) objecting the stand of
PCCA, TN. Further, we are going to file a fresh case in CAT, Chennai. Our
members are requested to wait for sometime.”

STR
Division celebrated Pensioners Day in a grand manner along with the monthly
meeting Today the 19th December. Com.DG and Com V.S.Muthukumaran
ACS, and Com.R.Venkatachalam ACS were the chief guests. At the beginning of
the meeting One minute silence was observed to the departed leader
Com.R.K.Kohli, and Com.Pandurangan our member .

,President presided over the meeting and welcomed all.
Com.
Sridharan read out the last month’s minutes and got approved.
Com.N.Mohan
greeted December born members of our division and informed Family welfare news
of our members. 15 new members have joined our association this month and Com. Mohan
welcomed them and introduced to our members.

Divisional Secretary Com.DSR narrated the events and our attempts to solve the
problems, then readout the names of our
beloved members who have attained the age of 70 this year. They were honored
with towels amid thunder applause.
Com.R.Govindarajan,
Circle Vice president spoke about Nakara case and because of that judgment only
we are getting periodical IDA rise. Com.V.S.muthukumaran addressed the meeting
. While in his address he hailed the two day strike by the BSNL staff. Undue
importance had been given to GIO due to
which all Telecom companies are in doldrums. BSNL only is the real competitor
for GIO.
Com.D.Gopalakrishnan
gave a very good and touching speech. He informed that the judgement given for Nakara case had reflected
in Pakistan court and based on Nakara case judgement the striking pensioners were given
DA etc. As per Patna CWC, we are going to file
case for 78.2 arrears and corresponding enhancement of gratuity,
Commutation, leave encashment etc from
01-01-2007.
In
the recently concluded CEC meeting karaikudi, Com.N.S.Dheenadayalan of STR
branch member had been co opted for ACS post which was resigned by Com.S.Ramakrishnan
III due to his ill health. Dheenadayalan was honoured with towel. He gave vote
of thanks and the meeting was concluded. The secretary told that next meeting
will be on 9th Jan 2018. He personally mentioned with pride the excellent work done by Com.Sundarakrishnan in settling Medical bills, getting Medical allowance and enrolling new members to our STR Division from Tamilnadu Circle office. He also mentioned Com.Sudha in enrolling new members from TN.Circle and on behalf of our Division, he thanked them.

Circle secretary sought an
appointment with PCCA to discuss certain important issues. He gave time at 1630
hours today (13th Dec) . Coms. DG, Ramarao & Muthiyalu met PCCA
today and discussed.
Salient features of the
discussion are furnished below.
1) There are about 12,000
CDA pensioners and more attention is being given to revise their pension and it
will be completed within a month.
2) So, after a month,
notification shall be issued for holding the next pension adalat. It may be
held in March/April 17 at Chennai (centralised).
3) We brought to his notice
that monthly meeting with Jt.CCA is not yielding desired results. Hence many
issues have piled up. He is not assertive. PCCA understood our dissatisfaction
and told that he would guide him. He said that he is facing shortage of
officers.
4) Regarding extra increment
case, he has sought clarification from DoT. In the meantime, he has taken a
decision to grant 78.2 benefit without Extra increment to the pending cases
because there will be delay in getting the clarification from DoT.

Comrade V.Ramarao, President, Tamilnadu Circle and Comrade Moorthy, President Chennai Telephone District presided over the events. Com.Nageswaran, TN Circle ACS shouted slogans and which repeated by others pierced the sky in support of the striking staff. Comrades A.Sugumaran, R.Venkataxchalam, Pattabhiraman( NFTE ), Balasubramanian ( SNEA ). Durai Arasan (AIBSNLEA ), B.N.Perumal ( SEWA ), Murali ( NFTE ), K.Muthiyalu, D.G, Nageswaran , T.S.Vittoban spoke on the occasion.
The highlight of the event was slogan shouting while walking by Com.Muthiyalu at the end of the demonstration venue up the door step of the CGM office after then a brief speech was given by Com.Chellappa (BSNLEU) and Kamaraj (NFTE).
The demonstration was a great success.
Com.N.S.Deenadayalan ACS gave Vote of Thanks.
All the serving union speakers appreciated our concern ,our support, our enthusiasm in their welfare and sought our guidance for future programs also.

SUPPORT THE STRIKE
ALL UNIONS OF BSNL STAFF HAVE DECIDED TO ORGANISE A NATION-WIDE STRIKE ON 12-13, DECEMBER 2017 DEMANDING WAGE REVISION AND SETTLEMENT OF LEFT OUT ISSUES OF SECOND PRC.
BEING SENIOR WORKERS WHO SERVED IN BSNL FOR SOME PERIOD, WE THE BSNL RETIREES ARE VERY MUCH CONCERNED ABOUT THE PRESENT PLIGHT OF OUR JUNIOR COMRADES. THEY DESERVE PAY REVISION LIKE ANY OTHER CENTRAL PUBLIC SECTOR WORKERS.
Hence, CHQ of AIBSNLPWA calls upon our members to organise demonstrations, wherever possible, in front of BSNL offices on 12th and 13th expressing our solidarity to the BSNL staff on strike......

AICPI for October is 287 points.
All India Consumer Price Index (Ind. Workers) for the month of October 2017 is declared as 287.
It was 285 for the previous month.
The Index for November will be declared on last working day of December.Then only we can calculate the rate of IDA from January 2018.
If the Index for November remains at 287, then the rate of IDA from January 2018 will be 126.7%. ( Now the present IDA is 124.3%)
If it increases to 288 point, the Rate of IDA will be 126.9%
In case it reduces to 286, the rate of IDA from January 2018 will be 126.4%.

An Important Decision
SERVICE BOOKS TO BE KEPT IN CCA OFFICES
We are happy that Department of Telecom has finally accepted our old demand and issued order on 22-11-2017 and the BSNL Corporate Office endorsed it today. In 2011, we observed undue delay in many SSAs of BSNL in processing pension revision cases and demanded that the Service Books should be shifted to CCA offices and also that the CCAs should be declared as Pension Sanctioning Authorities. Some CCAs were reluctant to accept the responsibility on the plea of lack of staff and lack of space in offices.
Now, DOT has accepted the suggestion and issued orders. In First phase, Service Books of CDA pensioners, retired from Telecom, shall be taken over by CCA offices. At a later stage, the Service Books of IDA pensioners retired from BSNL/MTNL are to be taken over by CCAs. Joint CCAs or Dy. CCAs are declared as Pension Sanctioning Authority for the respective Circles.
This new arrangement will, we hope, reduce delay in settlement of pension related issues to some extent. /Of course, the DoT should sanction additional staff and fill up vacancies without any further delay to make the step successful.
