Com. V. V. S. Murty passed away on 28-05-2026 at Hyderabad at the age of about 83 years (born in 1943).

He was a staunch and dedicated leader of the NFTE from Krishna District during his entire service period. He rendered valuable service as Assistant General Secretary at CHQ of AIBSNLPWA in the past. He retired from Vijayawada Telecom as Chief Section Supervisor.

Com. Murty also served as District Secretary of NFTE during the 1980s and played a significant role in strengthening the trade union movement and pensioners’ organization. His committed services to both NFTE and AIBSNLPWA are ever memorable and will continue to inspire generations of comrades.

AIBSNLPWA respectfully salutes Com. V. V. S. Murty for his lifelong dedication, sincerity, and selfless service to employees and pensioners.

காம். வி. வி. எஸ். மூர்தி அவர்கள் 28-05-2026 அன்று ஹைதராபாத்தில், 83 வயதில் காலமானார். இவர் 1943-ல் பிறந்தவர்.

கிருஷ்ணா மாவட்டத்தில் NFTE-யின் உறுதியான, அர்பணிப்புள்ள தலைவராக தனது முழு பணிக்காலத்திலும் செயல்பட்டார். AIBSNLPWA-வின் CHQ-வில் உதவி பொதுச் செயலாளராகவும் மதிப்புமிக்க சேவை ஆற்றினார். விஜயவாடா டெலிகாமில் Chief Section Supervisor-ஆக பணியில் இருந்து ஓய்வு பெற்றார்.

1980-களில் NFTE மாவட்டச் செயலாளராகவும் பணியாற்றிய காம். மூர்தி, தொழிற்சங்க இயக்கத்தையும், ஓய்வூதியதாரர்கள் அமைப்பையும் வலுப்படுத்துவதில் முக்கிய பங்காற்றினார். NFTE மற்றும் AIBSNLPWA-க்கு அவர் ஆற்றிய அர்பணிப்பு மிக்க சேவை என்றும் நினைவில் நிற்கும், வருங்கால தோழர்களுக்கும் தொடர்ந்து உத்வேகமாக இருக்கும்.

STR DIVISION pay our respectful homage to our leader Com. V.V.S. MURTHY who passed away on 28-5-26 at Hydrabad. 

He was the man behind informing us regularly, the correct increase of IDA, DA, INDUSTRIAL PRICE INDEX. He used to contact the labour bureau office in SHIMLA on the last working day of March, June, Sep and Dec, and get the INDUSTRIAL PRICE INDEX details from them, and then calculate the increase or decrease of our IDA/DA and inform us on the next moment the same day. He will call me immediately and inform it. He knows well that we are publishing that IDA/DA news in our whatsapp groups immediately. 

His calculations are so accurate that we used to publish his information only about the increase or decrease of IDA/DA in our STR DIVISION WHATSAPP GROUPS. We depend him only for the correct and latest news about IDA/DA.

He has created a WHATSAPP GROUP called BSNL WELL WISHERS on 8-5-22. He added some of our STR DN MEMBERS in his group during FEBRUARY 2025 to inform them directly from him about IDA/ DA NEWS/ CGHS NEWS only. Some of our Members are getting THOSE NEWS directly from him who are in that group even now. 

He is a close friend of me and I met him in Chennai during one of our ALL INDIA CWC meeting in CTTC CHENNAI. 

Once again, STR DIVISION convey our respectful homage to him.

IDA, DA மற்றும் தொழில்முறை விலை குறியீட்டு எண் (Industrial Price Index) ஆகியவற்றின் துல்லியமான உயர்வு பற்றி நமக்குத் தொடர்ந்து தகவல் அளித்து வந்தவர் அவர்தான். அவர் மார்ச், ஜூன், செப்டம்பர் மற்றும் டிசம்பர் மாதங்களின் கடைசி வேலை நாளில் சிம்லாவில் உள்ள தொழிலாளர் நல வாரிய அலுவலகத்தைத் (Labour Bureau Office) தொடர்புகொண்டு, அவர்களிடம் இருந்து தொழில்முறை விலை குறியீட்டு விவரங்களைப் பெறுவார். பின்னர் நமது IDA/DA-ன் உயர்வு அல்லது குறைவைக் கணக்கிட்டு, அதே நாளில் அடுத்த கணமே நமக்குத் தெரிவிப்பார். அவர் உடனடியாக என்னை அழைத்து அந்தத் தகவலைக் கூறுவார். அந்த IDA/DA செய்தியை நாம் உடனடியாக நமது வாட்ஸ்அப் குழுக்களில் வெளியிடுகிறோம் என்பதை அவர் நன்றாக அறிவார்.

அவரது கணக்கீடுகள் மிகவும் துல்லியமாக இருந்ததால், நமது STR கோட்ட வாட்ஸ்அப் குழுக்களில் IDA/DA உயர்வு அல்லது குறைவு குறித்து அவரது தகவலை மட்டுமே நாம் வெளியிட்டு வந்தோம். IDA/DA பற்றிய சரியான மற்றும் சமீபத்திய செய்திகளுக்கு நாம் அவரை மட்டுமே நம்பியிருந்தோம்.

அவர் 8-5-22 அன்று 'BSNL WELL WISHERS' என்ற வாட்ஸ்அப் குழுவை உருவாக்கினார். IDA/DA செய்திகள் மற்றும் CGHS செய்திகளைத் தன்னிடம் இருந்து நேரடியாகத் தெரிவிப்பதற்காக, பிப்ரவரி 2025-ல் நமது STR கோட்ட உறுப்பினர்கள் சிலரைத் தனது குழுவில் சேர்த்தார். அந்தக்குழுவில் இருக்கும் நமது உறுப்பினர்கள் சிலர் இப்போதும் அந்தச் செய்திகளை அவரிடமிருந்து நேரடியாகப் பெற்று வருகிறார்கள்.

அவர் எனது நெருங்கிய நண்பர். சென்னையில் சிடிடிசி (CTTC)-யில் நடைபெற்ற நமது அகில இந்திய சிடபிள்யூசி (All India CWC) கூட்டத்தின் போது நான் அவரைச் சந்தித்தேன்.

மீண்டுமொருமுறை, STR கோட்டம் அவருக்குத் தனது மரியாதைக்குரிய அஞ்சலியைத் தெரிவித்துக் கொள்கிறது.*

 

 

தோழர்கள் அனைவருக்கும் காலை வணக்கம். ஏப்ரல் 17 முதல்,என்னுடைய சொந்த அலுவல் காரணமாக,தோழர் D. விக்டர்ராஜ் ACS அவர்களை,மாநில செயலாளர் பதவிபொறுப்புகளை பார்க்கும் படி கேட்டுக்கொண்டேன். நல்ல முறையில் கவனித்து வந்த தோழர் விக்டர் அவர்களுக்கு மாநில சங்கத்தின் பாராட்டுக்களும், என்னுடைய நன்றியையும் தெரிவிக்கிறேன். இன்று முதல் என்னுடைய CS பணியை தொடர்கிறேன்.

 Pension Revision case 

In continuation of yesterday's proceedings today petitioner's counsel (UoI) completed his arguments.

After his lengthy arguments, Shri Chibbar argued for five minutes.

UoI counsel, during the course of arguments he gave an interpretation to para 7 of DoT OM dated 4 8 2016. 

Permanently absorbed employees of PSUs who are drawing pension separately from the Government means that it's applicable only to pro-rata pensioners and started explaining the concept.

Immediately we contacted our lawyer and told that there is no option for pro-rata pension in BSNL.

The only option for them was government pension on combined service and requested her to clarify to the court.

Accordingly, in the end, she rose up and informed the court. Hon Judge asked her to include it in the "Note".

So, finally, in our pension revision case, the arguments from both sides are over.

The Bench asked both sides to submit a "Note" not exceeding 5 pages strictly within a week.

The judgement is reserved.

Let us wait for the judgement.

 Pension Revision Case Update – 20.05.2026

Our Pension Revision case came up for hearing before the High Court of Delhi today. Arguments on behalf of our side have been concluded.

The matter is listed tomorrow for rejoinder arguments by the Government side.

The Hon’ble Bench appears inclined to conclude the hearing and reserve the matter for judgment thereafter.

Let us await further developments after tomorrow’s proceedings.

 Pension Revision case 

The case was taken up by 4.05 pm.

When our senior counsel appeared,  Hon judge told " Mr Ghose, today it's not possible to hear you and I can hear you on Monday"

Our senior counsel told Hon judge that he will not be available on Monday since he is leaving for sabarimala tomorrow.

The case is adjourned to 20th May 2026 (next Wednesday) to be listed in supplementary list.

 Discussions Held With BSNL and DoT on IDA, DR and Notional Increment Issues

---

A delegation consisting of Com. Anupam Kaul, Dy. GS, AIBSNLPWA, GS-SNPWA and GS-MREWA met officers in BSNL and DoT on 7th May 2026 regarding the long pending issues concerning pensioners.
The discussions held with Director (Finance), BSNL Board, DDG (Establishment), DoT and Director (PSU), DoT indicate:
1.    BSNL has already obtained internal approval for payment of IDA to serving employees w.e.f. 1.1.2026 and is in the process of obtaining approval from Government nominees and external Directors on priority basis.
2.    BSNL has already informed DoT that the financial liability can be met fully from BSNL internal resources without external borrowing.
3.    DoT officials have also indicated that orders relating to DR from 1.4.2026 are proposed to be issued simultaneously along with the decision on IDA for the period from 1.1.2026 to 31.3.2026.
4.    It has now become evident that DoT has linked payment of IDA/DR to pensioners with the decision regarding IDA payable to serving employees, in the same manner in which Pension Revision was earlier linked with Wage Revision.
5.    On the issue of extending the benefit of Notional Increment to VRS retirees, DDG (Establishment) informed that DoT Legal Section has decided to challenge the Delhi High Court judgment in the Hon’ble Supreme Court.
Comrades are requested to note that sustained organizational pressure continues to remain extremely important till actual orders are issued.
All units and members are therefore requested to continue full preparations for the Dharna Programme on 20-05-2026 and maintain complete unity and vigilance till final orders are issued.

 Our pension revision case, listed for hearing before Delhi High Court , today  on 11-05-26 , could not be taken up for hearing and will be heard tomorrow on 12-05-26.

 Update on Pension Revision Case – High Court of Delhi 

The pension revision case before the High Court of Delhi, which was listed for hearing today (04-05-2026), could not be taken up for hearing.

The matter has been adjourned and is now scheduled for hearing on Monday, 11th May 2026.

 CGHS CHENNAI   MIOT HOSPITAL EMPANELLED

APRIL IDA ORDER ISSUED

We note with satisfaction that Para 5 of the IDA order dated 27.02.2026, which had imposed certain conditions and acted as a hurdle in implementation, has been withdrawn in the recent order dated 24.04.2026.

All the 12 pensioners associations which gave call for agitation of demonstration on 16/4/26 congratulated the pensioners for massive participation which ultimately yielded the result compelling DPE to issue the order on 24/4/26 without the condition of para 5 of 27/2/26 order.

The same was uploaded in their website.

This is a victory for the pensioners' unity.

In view of the above development CBMPA (consisting of 12 associations) unanimously decided to defer the Dharna program of 30th April.

 UPDATE ON IDA ORDER – CURRENT STATUS

As per reliable sources, the file relating to the IDA order for IDA/DR effective from January 2026 has been cleared by the Secretary, Telecom and has since been received in the section of the Director (PSU) for further necessary action. It is understood that the concerned officer is presently on official tour. Consequently, the formal issuance of the order is expected shortly upon completion of the required procedural formalities.

Members are therefore advised to await the official release of the order.

I am pleased to inform all CGHS beneficiaries in Chennai that the Memorandum of Agreement (MoA) for re-empanelment of MIOT International Hospitals has been finalised today, 27.04.2026, and the empanelment certificate has been issued.

I am sharing photographs taken today at the office of the Additional Director, CGHS Chennai, with representatives of MIOT International Hospitals and officers of AD CGHS.

This will restore cashless facility for CGHS beneficiaries at MIOT International Hospitals with immediate effect.

A significant and encouraging development has taken place today in our Pension Revision case  before the Delhi High Court. 
 
The Hon’ble Bench expressed strong displeasure over repeated adjournment requests by the Union of India. Our counsel pointed out that similar grounds were taken earlier and opposed the adjournment. 
 
The Bench reprimanded the Junior Counsel of UOI and observed that such reasons are not acceptable. It has now clearly stated that no further adjournments will be granted. 
 
The matter is posted to 28.04.2026, with a direction that even if the Senior Counsel is unavailable, the Junior Counsel must proceed with arguments. 
 
This is an encouraging development, and the case is expected to proceed on the next date.

 Success of 16-04-2026 Dharna

The call given by CBMPA for demonstrations on 16th April 2026 has been successfully implemented across the country. Members of AIBSNLPWA actively and enthusiastically participated in these demonstrations at various places.

AIBSNLPWA congratulates all pensioners of the constituent organizations of CBMPA for their united, determined, and successful participation in the nationwide demonstration.

BSNL and MTNL pensioners have expressed deep anguish and strong resentment over the callous and indifferent attitude of DoT authorities in failing to issue orders for payment of IDA/DR to BSNL and MTNL pensioners w.e.f. 01.01.2026, even as another instalment has already fallen due from 01.04.2026, further aggravating the injustice meted out to the pensioners.

The issue is being deliberately and unjustifiably delayed on one pretext or another, citing Para 5 of the DPE orders for IDA due from 01.01.2026. This is totally unacceptable. The inclusion of such a conditional provision by DPE, functioning under the Ministry of Finance, is highly objectionable and cannot be used as a ground to deny or defer legitimate dues. No conditions can be attached to the payment of IDA/DR to BSNL and MTNL pensioners. They are fully entitled to the immediate release of IDA/DR, and any further delay amounts to denial of justice to the pensioners.

CBMPA has decided to continue and intensify its protest actions. Accordingly, a nationwide one-day Dharna will be organized on 30th April 2026. In case the DoT fails to issue the IDA/DR orders without further delay, the agitation programmes will be further intensified.

All BSNL and MTNL pensioners are called upon to actively and unitedly participate in the one-day Dharna programme on 30th April 2026 to assert their legitimate rights and resist the unjust delay.
