Dear comrades,

Good evening  All of you aware that DOT New Delhi issued orders on 7.10.2021 to implement Court judgement over Pension ANAMOLY. Details of names were given by our Association to CCA Tamilnadu. Based on the information received, Cca TN completed the Pension revision works to all survivors. Authorisation letters sent in bulk to GM Postal account on 27th, 28th and 29th Oct. More than 300 authorisation letters in bulk sent by hand  to Postal account. For CPPCs, authorisation letters  sent by Speed Post on 30th. Individual copies to pensioners also despatched by Speed Post. Orders to All who gets person in TN PO/BANKs. Rest of that will be despatched by 1st or 2nd Nov. They also sent a letter to GM PA/CPPC to make arrears payment as the earliest. Our comrades will get their order copy. Guidelines to legal heirs where both pensioner/ Family Pensioner not alive, for submission of request will be posted later after ascertaining the requirement from CCA OFFICE.                It is learnt from reliable sources that O/o PCCA TN has despatched the revised pension authority to maximum number of beneficiaries as per DoT order dated 7/10/2021 ( pension anomaly case) to GM (PA&F) and CPPCs  today.   

                                 We think that Tamilnadu PCCA team is the first in the whole country to do this job more efficiently with so much of speed.      They deserve all praise and congratulations.

To our knowledge, today  on 22-10-2021, as a first lot in the  country a list  of 15 pension  revision orders  to those who are  eligible vide DOT orders  dt. 7-10-2021 has been  released by  CCA Kerala. 

We congratulate CCA  Kerala  with a  special appreciation to  Sri. Satish Kumar  Jt.CCA Kerala  for prompt and quick action. 

I hope  all  Circle  Secretaries will  utilize the  enclosed  sample  copy and  initiate necessary action,  if not done  already.

 CABINET APPROVED 3% DA FOR CENTRAL GOVT EMPLOYEES AND PENSIONERS FROM 1 JULY 2021

Central govt cabinet approved payment of 3% DA for its central govt employees and pensioners today

Press Information Bureau has issued Press Release that Cabinet has approved sanction of additional instalment of 3% CDA to 47.14 lakh  central government employees and 68.62 lakh central pensioners with effect from July 2021.   Let us wait for DPE orders on IDA

Dear comrades,Good Morning. Yesterday on 20th October We, S.Sundarakrishnan, DS and Com. RV, CS  went to CCA OFFICE, Ethiraj Salai Chennai. Had discussion with DY.CCA and Joint C CA regarding process of Pension Revision to those who are benefitted due to Pension ANAMOLY CASE. They told the details  given by our Com.DG CHQ VP was very much useful.They already started the work. Joint CCA Assured that they will send the authorisation order of Pension for alive pensioners/Family pensioners before this month end to the respective CPPC/ GM Postal account. They will also enclose a letter to respective CPPC/GM Postal accounts tomake early payment. We gave the consolidated list of Candidates with PPO NO. Other pending issues are also discussed. 

1.Pension revision due to stepping up at par with Junior STR AP Area for 7 nos of our comrades.7  cases approved.5 ready for payment.2 some details required.  

2.Com.R.Bhavani STR CHENNAI. Pension revision due to NEPP. agreed to process.

3.Sanction of retirement benefits and pension  to Com.M.V.Soundararajan.Adalat case reminded to pursue.

4.Form 16 correction of Com.RAVI.

 CCATN OFF released a list of 266 SAMPANN PENSIONERS today who have not given their life certificate for this month. October pension will not be dropped for them if they have not given their life certificate before 22-10-21. Please see the list below:

 MISUNDERSTANDING?              

Com K Jayaraj, GS, AIBDPA has issued a lengthy circular to celebrate 13th foundation day.  He has every right to give such a call.

He has claimed that every achievement is because of AIBDPA. But pensioners know the truth.

He has given some incorrect and false information.

I want to put the record straight.

Formation conference of TUI (P&R) was held in February 2014 and not 2013.

Com VAN attended that conference on behalf of CITU and not AIBDPA.

AIBDPA was not affiliated to TUI (P&R) then in 2014.

Regarding Pension anomaly case, without knowing the facts he has given wrong information.

In no case pension should be less than 50% of minimum of corresponding revised pay was available even in 1998 asper DoP&PW order.

Even before 2011 order, that benefit was given in 2003 itself. For example R Ranganathan of CTO, Chennai

G R Dharmarajan of Madurai got their pension at Rs.4285/- ( 50% of IDA pay of 8570) before the so-called 2011 order.

Recent DoT order is not based on Supreme Court order as mentioned by Com Jayaraj but based on CAT order.

He is trying to portray a picture that because we have filed a case they could not settle.

It is a big joke. We filed the case only in May 2014.  The issue of anomaly was there since 2002. BSNLEU was the only recognised union for many years and AIBDPA was working with them in tandem.

Why they could not settle between 2002 and 2014?

I stop with this and I don't want to expose their lack of understanding on the issue.

TAXATION ON CGHS REIMBURSEMENT AND DCRG

Corporate office issued a clarification regarding taxation on payment to retired employees on 22/9/2021. Immediately our association wrote a letter on 23/9/2021 itself mentioning the relevant rules and asked for issuing necessary corrigendum.

Yesterday, 4/10/2021, our AGS Com Anupam Kaul met the AGM (taxation) in corporate office and discussed. As per our AGS request, our Vice President Com DG also spoke to that AGM over phone. First reaction from him was that no other organization has raised any objection to the letter.

The AGM informed them that:

“Tax concession can be availed under 80d of IT Rule for CGHS contribution…….Gratuity payment after retirement is not taxable and the clarification is for the payment to legal heirs only”.

Our comrades requested him to issue necessary corrigendum, AGM agreed to consider.

The above clarification states that CGHS beneficiaries above 75 years can only have consultation in empaneled hospitals without reference. To have a diagnostic laboratory investigation they require references from CGHS/Government specialist/ empanelled hospitals specialist
