இதன்படி இதுவரை 31% சதவீதம் அகவிலைப்படி பெற்று வந்த மத்திய அரசு ஊழியர்களூம், ஓய்வூதியர்களும் ஜனவரி 1ந்தேதி முதல் 34% சதவீத அகவிலைப்படி பெறுவார்கள்.

Division Secretary S. Sundarakrishnan speaks:

Dear Comrades, Good evening. All of u aware that Com. D.Gopalakrishnan  CHQ VP, Com.Gangadhararao Our General Secretary, Com.Vittoban CHQ Treasurer had 4 day visit to NewDelhi and posted regarding their meeting with Minister, DOT SECRETARY, MEMBER FIN, DDG Est etc about Pension Revision. In addition to the above, they discussed the following  issues with DOT 

  1. To issue direction to CCA TN  to implement PAYMENT for 78.2 revision based on CAT Chennai judgement for  Extra increment without going for appeal 

 2.To issue direction to CCA to revise pension based on LPD for the Telecom Machanic cadre retirees without reduction of increment, which was being drawn for several years. Reducing the pay based on the executive order violating the statutory rules is in cirrect. They agreed to the suggestion of our leaders.

3.The case regarding reduction of increment to the executives who retired between July 2017 and April 2018. Our leaders suggested that their pension has to be revised like those who retired from May 2018. This partiality can be removed. Officers in DOT replied that they are aware of the issue.They agreed to resolve the issue. We hope that orders from DOT will be issued. We thank the CHQ  leaders for their sincere attempt.

 MEETING WITH CGHS INSPECTION TEAM

Dear Comrades,Good Afternoon. A team of doctors from the O/o Director CGHS Health Ministry New Delhi came to Chennai to have a surprise inspection of the wellness Centres located at Chennai. Information received by Com.V.Ramarao Circle President by 1030 hrs that they are at Guindy and will be visiting Meenambakkam next. Sri.V.Ramarao and Sri.Nagaraj Retd Defence Accounts are the committee members of Meenambakkam Welness centre. Sri.Ramarao asked me to accompany. One Dr.Pramod kumar from Delhi accompanied by one of the office bearers of Federation of Central Government Pensioners visited the wellness centre Meenambakkam. .He enquired us about the functioning of wellness centre and any improvement to be done. Enquired the patients about the problems come across by them. We submitted the copy of memorandum earlier given to Addl Director CGHS Chennai by AIBSNLPWA TN CIRCLE. Wherein We insisted the requirement  of enrolement of more Private Hospitals in Chennai. We also insisted for setting up of Wellness centre at Tambaram. We insisted for the revision of rate as the present rate is as per the MOU approved during 2014. One of the patient expressed his view that only opthalmologist at KK Nagar directly refers to Private Hospital. Other specialist after diagnosis, they refer to registered wellness centre. Either referal to Private Hospital, or to get medicines we have to come back to wellness centre. If the medicines are not available, to get the medicine waiting period is of 5days. We told instead of refering back to regd. wellness Centre,KK Nagar Main wellness centre can give direction for referral or supply medicine.Thereby the delay and unnecessary travel  to Pensioners can be avoided.  LAST DAY OF OUR DELHI  VISIT 

( 25-3-2022)


Com. D Gopalakrishnan, VP CHQ , Anupam Koul AGS,   T S Vittoban  Treasurer  CHQ   veteran leader Com. M K Bagchi and myself met parliamentary affairs minister Shri Pralhad Joshiji and requested his help. He immediately phoned MoC and requested him to meet the delegation. So, We met Hon'ble MoC Shri Ashwin Vaishnawji and handed over letter on PENSION REVISION.  He was very very positive and assured to help because the demand is genuine. When we told him that we are waiting for the past five years he told "I am sorry".     

                         

 Later we met  Sri Rajaraman,  Telecom Secretary in Electronics Niketan and presented a detailed four pages letter.  We explained the issue and the stand taken by DoT, hitherto.  We requested him to review the decision taken by establishment section, which had the approval of even the then secretary. We also informed him about our meeting with MoC. He asked how many pensioners would get the benefit. After hearing our explanation he marked the letter to Member (S).  He also assured to take necessary action and revert back   to us.

எம்.கே.பாக்சியும் நானும் நாடாளுமன்ற விவகாரங்கள் அமைச்சர் ஸ்ரீ பிரகலாத் ஜோஷிஜியை சந்தித்து உதவி கோரினோம். 

அவர் உடனடியாக MoC-க்கு போன் செய்து, தூதுக்குழுவை சந்திக்கும்படி கேட்டுக்கொண்டார். 

எனவே, நாங்கள் மாண்புமிகு MoC ஸ்ரீ அஷ்வின் வைஷ்ணவ்ஜியைச் சந்தித்து, ஓய்வூதியத் திருத்தம் குறித்த கடிதத்தை ஒப்படைத்தோம். அவர் மிகவும் நேர்மறையானவராகவும், கோரிக்கை உண்மையானது என்பதால் உதவுவதாகவும் உறுதியளித்தார். 

கடந்த ஐந்து ஆண்டுகளாக நாங்கள் காத்திருக்கிறோம் என்று அவரிடம் சொன்னபோது, ​​அவர் "மன்னிக்கவும்" என்று கூறினார்.

 

பின்னர் எலக்ட்ரானிக்ஸ் நிகேதன் டெலிகாம் செயலாளரான ஸ்ரீ ராஜாராமனைச் சந்தித்து நான்கு பக்கங்கள் கொண்ட விரிவான கடிதத்தை அளித்தோம். பிரச்சினை மற்றும் இதுவரை DoT எடுத்த நிலைப்பாடு குறித்து விளக்கினோம். நிறுவனப் பிரிவால் எடுக்கப்பட்ட முடிவை மறுபரிசீலனை செய்யுமாறு கேட்டுக் கொண்டோம்.

MoC உடனான எங்கள் சந்திப்பு குறித்தும் அவருக்கு தெரிவித்தோம். 

எத்தனை ஓய்வூதியதாரர்களுக்கு பலன் கிடைக்கும் என்று கேட்டார். 

எங்கள் விளக்கத்தைக் கேட்டபின் அவர் கடிதத்தை உறுப்பினர் (எஸ்) க்குக் குறிப்பிட்டார். மேலும் தேவையான நடவடிக்கை எடுத்து எங்களிடம் திரும்பப் பெறுவதாக உறுதியளித்தார்.

 OUR LEADERS MEETING WITH GM TN 

ON 25-3-22

On 24th March 2022,Comrades. V.Ramarao CP, R.Venkatachalam CS, K.Muthialu Dy GS, S. Sundarakrishnan ACS met GM (Admn&HR) TN Circle .Discussed the Pending issues of Family Pension etc with various SSAs.  Admn. agreed that details  required for CCA office office will be ascertained. Same will be   arranged to be submitted by concerned SSAs. Nomination of Nodal officer in SSA level for  redressal of Pensioners grievances. Administration has agreed to intimate SsA heads during the management meeting to nominate nodal officer by each Business Area and that Ssa nodal officers to have   meeting with Pensioners Association. We met GM Fin.Informed about non clearance of Medical bills /Medical Allowance upto SEP 2019 inspite of Fund allotment to clear upto Sep2019. This is due to the reason that most of the bills in SSAs are not sanctioned and updated in ERP. It is learnt that SSA finance wants instruction from Circle office for updation in ERP.GM F told that whenever claim is received, it is the routine to sanction and post in ERP. GM F told that they will instruct SSAs. Discussed about to give instruction for issue of Surrender certificate of BSNL MRS CARD. They replied that no letter is required whenever the Pensioner surrender MRS CARD, BSNL will acknowledge and issue surrender certificate.  Thanks for the TN Circle Administration.

Today we (P Gangadhara Rao, Anupam Kaul, T S Vittoban, M K Bagchi and myself) discussed extra increment case with DDG (Estt) and Director (Estt).

We showed her copy of Chennai CAT judgement. She told that she has not received any information from Pcca TN sofar.

After hearing our explanation she wanted copy of  BSNL C.O order dated 18/11/2003

Copy of DoT order of July 2009 authorising for pensionary benefits

Copy of Kerala HC judgement

Copy of DoT order to CCA Kerala for implementation of that judgement.

I have asked Ramarao to go to my house and get those orders from the file.

He has scanned those orders and sent me.

We will be handing over those orders to her on Friday.

Our assessment is that they may not go for appeal since it pertains to few hundred pensioners that too in TN only.

After meeting her on Friday further input will be given.

Divisional Secretary Speaks:

CCA office issued guidelines for submission of application from pensioners residing in Non CGHS AREA TOWARDS  sanction of Fixed Monthly Allowance of Rs 1000 which will be paid along with Pension . Contacted Joint Cca/Dy CCA telephonically, clarrified some doubts.

1.Applications can be sent directly to CCA OFFICE also.

2.IDA pensioners whose address in the PPO is in CGHS COVERED AREA whereas they have been residing in CGHS non covered area can also apply if proper support of address proof like AADHAR.

3.This FMA PAYMENT of Rs 1000 is in lieu of OPD Treatment .So,surrender of MRS CARD is a must.

3.This facility will be extended to CGHS CARD HOLDERS residing in Non CGHS areas in place of OPD TREATMENT.              It means CGHS CARD can be used only for inpatient treatment like  hospital admission. No medicines can be obtained from Wellness centre   as per para 2(i) of ANNEXURE A.   

4.Para 2(ii) if Annexure A is, by surrendering MRS CARD, without applying for CGHS card pensioner can avail FMA. No inpatient treatment facility even in case of EMERGENCY.  

5.Our suggestion, apply for CGHS CARD as BSNL IS REIMBURSING.

Annexure B is little bit confusing.       The pensioners are eligible for FMA only if they surrender MRS card. If they don't get CGHS card then they can't get any indoor treatment.  We would like to caution that enhancement of FMA from 1000/- to 3000/- is only a recommendation of the parliamentary standing committee. It's for the government, particularly finance department to take a decision because the expenditure will triple. In our opinion the government may not take a positive decision. We wish that our opinion should be wrong.          The filled in form need not be sent through SSAs.

NONCGHS பகுதியில் இருக்கும் நமது  ஓய்வுதியர்கள் அனைவருக்கும் FMA ரூபாய் 1000 தருவதற்கு உத்திரவு இன்னும் ஓர் இரு நாளில் வெளிவரும் சூழ்நிலையில் அது ரூபாய் 3000 ஆக உயர்த்த பென்ஷன் இலாகா முன் வந்து இருப்பது மகிழ்ச்சியான செய்தி.

Recently a new functionality for transfer of pension case from one CCA to another CCA has been developed in Sampann. Pensioner will have to raise a request for transfer of his pension from one CCA to another with his login credentials.

Once the transfer request is accepted, the pensioner will receive the message to his registered mobile number

For the final approval, The pensioner will have to sign the transfer request Form which will be sent to his address physically via post or he can also download from Sampann. He has to send the transfer request Form to the concerned address given in the downloaded Form duly signed along with copy of ID, e-PPO , signatures of two witnesses

Once the case is completely processed and transferred from the current CCA to new CCA, he will receive the message to his registered mobile number.
