CCA office issued guidelines for submission of application from pensioners residing in Non CGHS AREA TOWARDS sanction of Fixed Monthly Allowance of Rs 1000 which will be paid along with Pension . Contacted Joint Cca/Dy CCA telephonically, clarrified some doubts.
1.Applications can be sent directly to CCA OFFICE also.
2.IDA pensioners whose address in the PPO is in CGHS COVERED AREA whereas they have been residing in CGHS non covered area can also apply if proper support of address proof like AADHAR.
3.This FMA PAYMENT of Rs 1000 is in lieu of OPD Treatment .So,surrender of MRS CARD is a must.
3.This facility will be extended to CGHS CARD HOLDERS residing in Non CGHS areas in place of OPD TREATMENT. It means CGHS CARD can be used only for inpatient treatment like hospital admission. No medicines can be obtained from Wellness centre as per para 2(i) of ANNEXURE A.
4.Para 2(ii) if Annexure A is, by surrendering MRS CARD, without applying for CGHS card pensioner can avail FMA. No inpatient treatment facility even in case of EMERGENCY.
5.Our suggestion, apply for CGHS CARD as BSNL IS REIMBURSING.
Annexure B is little bit confusing. The pensioners are eligible for FMA only if they surrender MRS card. If they don't get CGHS card then they can't get any indoor treatment. We would like to caution that enhancement of FMA from 1000/- to 3000/- is only a recommendation of the parliamentary standing committee. It's for the government, particularly finance department to take a decision because the expenditure will triple. In our opinion the government may not take a positive decision. We wish that our opinion should be wrong. The filled in form need not be sent through SSAs.
