 JULY 2026 GB* MEETING 

Greetings Comrades!


Our STR Division’s July month meeting was held at IEMA R V Tower, K V K A/C Hall, 2nd Floor, Guindy, under the chairmanship of Comrade N.K.  

The meeting started at 3:25 PM and concluded at 6:15 PM.


District Secretary Comrade N.S. Deenadayalan delivered the condolence address. Following that, he read out the events of the previous month.  

He also informed that during the interim period, 2 new members joined, and as of today our total membership stands at 1846.


He said that on 01-07-2026, the Delhi High Court delivered a judgment regarding pension revision.  

It turned out to be an unfavorable judgment for all of us. He informed that the All India Association will take steps to file an appeal against it.


Next, *Comrade 

D. Victorraj *, our ACS spoke.  

He said that on 01-07-2026 the Delhi High Court ruled that those who worked in BSNL and retired are not Central Government pensioners, and therefore they cannot claim pension on the basis of the CPC.  


Hence, he said that at this juncture, our All INDIA Association should unite all BSNL, MTNL pensioners’ associations and also bring in the associations of those in service, and just like the nationwide struggle that was conducted for IDA, our All India Association should take initiative for an All India struggle for pension revision.  

He stressed that the only way to get pension revision is on the basis of 3rd PRC, and our All India Association should engage in efforts for this.


Next, Comrade Sivakumar also spoke emphasizing the same point.  

He further recalled that a resolution was also given in the All India Conference demanding that the All India Association take steps to get pension revision on the basis of 3rd PRC.


After that, Comrade Manthiramurthy gave his opinion that an appeal should be filed in the Supreme Court.


Then Comrade Sivasankaran shared a news item that appeared recently in The Hindu with us.  

In it, it was stated that thousands of cases are pending in the Supreme Court awaiting judgment and that it would take 14 years. He asked, “Are we going to wait that long?”


Next, our Treasurer Comrade Sundarababu said that we should pursue pension revision through the 3rd PRC route.  

He also said that the Circle Association should soon form a committee to resolve the Society issue and take action.


Following this, the Circle Secretary spoke about the State Executive Committee and its decisions.  

He specifically mentioned that the old committee regarding the Society matter has been dissolved and a new committee has been formed. He said the Circle Association will take steps to get the dues owed to our members quickly.


After that, our All India Vice President Comrade Muthiyalu recalled that in 2013 when the 7th Pay Commission was set up, he met Minister Thiru. Narayanasamy, who was then the Prime Minister’s aide, in Puducherry and submitted a memorandum demanding pension revision for BSNL pensioners on the basis of the 7th Pay Commission.  


He also pointed out that he had advised avoiding going to court because it causes delay and it would take at least 10 years to get justice.  

He emphasized that today’s Delhi High Court judgment stating that BSNL pensioners are not Central Government pensioners is exactly what he had said earlier.  


Therefore, he stressed that to get pension revision on the basis of 3rd PRC, we should approach BSNL employees’ unions as well and conduct a united struggle, and take steps to negotiate with the management and government to remove the Affordability Clause.


After that, the District Secretary said that just as we conducted a nationwide struggle with 12 pensioners’ associations and got the IDA order, similarly for pension revision too, the A.I. Association should take initiative to get it on the basis of 3rd PRC instead of filing an appeal in the Supreme Court.  

He also recalled that in the All India Conference, STR Division had stressed that the A.I. Association should take steps to get pension revision on the basis of 3rd PRC.

 K. Arumugam* was elected as  ACS in the Tamil Nadu Circle Executive Committee,  the Circle Secretary, All India Vice President, and District Secretary congratulated and honored him.


Treasurer Comrade Sundarababu proposed the vote of thanks and concluded the meeting.
